Company Description

Hamilton City and Waikato District Councils have formed a publicly owned, Council-controlled Organisation (CCO) to deliver water services across Hamilton city and Waikato district. The company is called IAWAI - Flowing Waters and will take over the provision of water services from 1 July 2026. This transition will occur in stages such as the current Watercare contract for Waikato District Council transferring to the CCO on 1 July 2026.

Join our team as a Consent Officer, working closely with our Compliance Specialists in Stormwater, Wastewater and Water to help keep our Three Waters activities running smoothly and responsibly. You’ll play an important part in making sure our work meets the standards set out in legislation, regional council consents, and our own policies and plans.

In this role, you’ll support the wider Three Waters team by keeping compliance tasks on track and completed within the right timeframes. You’ll also take the lead in monitoring and auditing our operations, helping us stay aligned with all regulatory and environmental requirements.

Your work will directly contribute to protecting the Waikato River, safeguarding public health, and reducing the risk of environmental or asset impacts. Qualifications

Oo puumanawa me oo wheako | Your skills and experience 

  • Self-awareness that mindset is the foundation of performance and an ability to develop self and others in this regard
  • Sound knowledge of Microsoft work packages
  • Tertiary qualification within Science or Engineering disciplines.
  • At least three years’ experience in an environmental, commercial, industrial, or other closely allied field of work
  • Understanding of municipal water, wastewater, storm water and drainage systems
  • Working knowledge of the Resource Management Act (RMA), Water Services Act (WSA) and Te Ture Whaimana (Vision and Strategy for the Waikato River).
  • Experience in the implementation and assessment of consents, plans, policies and bylaws.
  • Experience with monitoring and auditing of processes to ensure compliance with regulatory requirements
  • Highly developed interpersonal and communication skills with the ability to work effectively with a diverse range of stakeholders (internal and external)
  • Ability to operate independently, anticipate requirements and monitor workload
  • Analytical analysis experience, with high attention to detail and reporting skills
  • Experience working in local government (preferred, but not essential).
  • Provide emergency responses (e.g. spill response) to incidents affecting the environment and Three Waters regulatory compliance in accordance with resource consents and associated management plans, Waikato Regional Council Memorandum of Understanding, standard operating procedures, Drinking Water Quality Assurance
  • Compliance or enforcement response is available 24 hour/7 day a week when required in response to three waters incidents affecting the environment or public health.
