This is a pivotal role shaping how Hamilton’s capital programme is planned and delivered. You’ll provide integrated programme planning, sequencing and interdependency leadership across a complex portfolio of infrastructure projects.

Working at the centre of planning and delivery, you’ll bring together programme managers, planners, GIS specialists and delivery teams to improve coordination, reduce rework, and enable better investment and delivery decisions.

This is an opportunity to influence how we plan at scale lifting capability, improving sequencing, and enabling smarter, more efficient delivery for our community.

What you’ll be doing

You’ll lead planning and interdependency management across the capital programme by:

  • Developing and maintaining programme-level sequencing and dependency views across Hamilton City Councils capital programme.
  • Managing a baselined, portfolio-wide delivery programme integrating time, cost and resource considerations
  • Using planning data and GIS insights to identify spatial overlaps, delivery constraints and rework risks
  • Monitoring performance against programme baselines and advising on risks, trade-offs and optimisation opportunities
  • Supporting delivery readiness, staging strategies and major delivery pathways

You’ll also:

  • Provide planning input into business cases, investment briefs and procurement processes
  • Produce clear portfolio-level reporting on sequencing, dependencies and delivery risks
  • Coach and support programme and project managers to lift planning capability
  • Build strong working relationships across the Portfolio Office, PSP, GIS and delivery teams
  • Strengthen delivery readiness, tools and frameworks across the organisation

Qualifications

You’re an experienced programme planning professional who thrives working across complex infrastructure environments and influencing without authority.

You’ll bring:

  • 8+ years’ experience in programme planning, controls, scheduling or major infrastructure delivery
  • Strong understanding of infrastructure sequencing, dependencies and corridor coordination
  • Experience developing and interpreting programme and project schedules (e.g. MS Project or similar)
  • Confidence working with spatial data/GIS to support planning insights
  • Strong analytical and problem-solving skills, with the ability to translate complexity into clear advice
  • Excellent communication skills, with the ability to engage technical and non-technical audiences
  • A relevant tertiary qualification in engineering, planning, project management or similar

It would be great if you also have:

  • Experience influencing planning practices in complex, multi-stakeholder environments
  • Knowledge of New Zealand’s infrastructure and planning environment (e.g. RMA/NBA, Building Act, LGA)
  • Familiarity with portfolio and programme tools

Additional Information

Circa $120,000 dependent on skills and experience.
