Company Description
This organisation is a new joint Council Controlled Organisation (CCO) for Hamilton City Council (HCC) and Waikato District Council (WDC) that will take over the provision of water services from 1 July 2026. This transition will occur in stages such as the current Watercare contract for Waikato District Council transferring to the CCO on 1 July 2026.

The Technical Business Analyst position supplies technical information for strategic and operational decision-making to inform implementation of suitable and effective business solutions.
With a focus on digital transformation ready for post-2028, and using research and analysis, the role gathers and interprets data and information to form recommendations to implement systems and processes, while highlighting risks and mitigations.
Supporting projects and programmes of work with a key focus on the digital environment after 2028, the position analyses information to assess validity of investments and initiatives, assisting to translate complex technical concepts into business requirements, while ensuring alignment with organisational objectives, regulatory requirements, end user and consumer outcomes.
Responsibility for the establishment of digital services and operating technology for Day 1 (1 July 2026) and the operation of digital platforms and systems between 2026 and 2028 will remain the responsibility of the two councils and Watercare under shared services and contractual arrangements.
Qualifications

- Relevant tertiary qualification, or equivalent experience in the field of computer science, business analysis, technical engineering, process improvement or similar.
- At least 5 years’ experience in a similar role for local government, or a similar organisation.
- Excellent business analysis, modelling and reporting skills.
- Analytical thinking and structured problem-solving.
- Advanced skills in Microsoft applications, with a focus on Microsoft Excel and Power BI.
- Advanced written communication and presentation skills.
- Excellent communication skills with the ability to work effectively with a diverse range of stakeholders (internal and external).
- Comfortable working in an ambiguous/changing environment.
- Ability to operate independently, anticipate requirements and monitor workload.
- Previous experience in the set-up of a new digital function or working for a new organisation in this role would be well regarded.
