Job Description

The Financial Specialist determines eligibility for childcare assistance, enrolls and maintains cases, and ensures accurate documentation and compliance with program guidelines. The role provides professional, client‑focused service while managing data entry, file maintenance, and case processing in a fast‑paced environment.

  • Accept, coordinate, and process referrals for childcare services.
  • Determine family eligibility and maintain accurate, compliant eligibility documentation.
  • Enter, update, and maintain client information in the automated case management system.
  • Enroll eligible children and manage case activities, including redeterminations, changes, and service terminations as required.
  • Authorize payments to eligible childcare providers in accordance with program guidelines and supporting documentation.
  • Calculate and assess parent share of cost accurately.
  • Provide information and guidance on quality childcare options to support parents in making informed decisions.
  • Communicate program policies, eligibility requirements, and client rights and responsibilities clearly to parents and caregivers.
  • Respond to parent inquiries and complaints professionally, ensuring a high level of customer service and client satisfaction.
  • Maintain accurate client records and case documentation to support program compliance and service delivery.
  • Apply current eligibility guidelines, funding requirements, and departmental policies consistently.
  • Ensure confidentiality of all client and program information in accordance with applicable laws and policies.
  • Promote respectful, inclusive, and culturally responsive service to clients from diverse backgrounds.
  • Maintain effective working relationships and communicate professionally with clients, colleagues, and stakeholders.
  • Work productively in a deadline‑driven environment, demonstrating strong time management and organizational skills.
  • Participate in required meetings, trainings, and professional development activities.
  • Report suspected fraud, misuse of funds, or child abuse and neglect in accordance with legal and organizational requirements.

Qualifications

  • Ability to use personal computer for correspondence reports, database access, record keeping, and working knowledge of Microsoft operating systems
  • Ability to interact with providers on a daily basis via face-to-face and/or phone
  • Commitment to customer-focused service delivery system
  • Excellent written, verbal communication skills
  • Exceptional interpersonal skills
  • Ability to work in conjunction with others to overcome obstacles for goal attainment of the client

Education/Certifications, Licenses, Registrations

  • Related bachelor’s degree from an accredited university or college, or equivalent work experience
  • Moderate travel may be required as needed

Work Environment and Physical Demands

  • Must be able to sit or stand for long periods of time
  • 80% of the day will be spent sitting or standing while talking on the phone
  • Interacts one on one and in groups with individuals from a diverse range of backgrounds
