Job Description
The Senior MTO Highway Design Lead is a project management and technical leadership role within a multidisciplinary highway engineering team based in Toronto, ON, Canada. This position leads the delivery of Ministry of Transportation Ontario (MTO) infrastructure projects in a hybrid work environment, including highway expansion, interchange design, roadway rehabilitation, and bridge rehabilitation/replacement assignments.
The role involves managing detailed design phases, coordinating regulatory approvals, and overseeing design development across complex transportation projects. Work is performed within a consulting engineering environment, requiring close collaboration with MTO stakeholders, approval agencies, and multidisciplinary teams to ensure compliance with provincial standards and successful project execution.
The ideal candidate brings 10–15 years of progressive experience in highway design and project management, with demonstrated leadership in MTO projects, strong stakeholder coordination capabilities, and the ability to manage scope, schedules, budgets, and technical quality across infrastructure design programs.
Key Responsibilities:
- Lead multidisciplinary detailed design delivery for MTO highway and bridge projects, ensuring alignment with technical specifications and regulatory standards.
- Manage project scope, schedule, and cost control, including monitoring progress and technical performance against defined milestones.
- Provide technical oversight and design review for roadway, interchange, and rehabilitation engineering deliverables.
- Coordinate with clients, regulatory authorities, utility stakeholders, and contractors to support permitting and approvals.
- Implement and enforce QA/QC procedures to maintain compliance with corporate and MTO design standards.
- Direct and mentor engineering teams through design development and project execution phases.
- Prepare technical proposals, work plans, and project schedules, supporting business development initiatives.
- Facilitate stakeholder engagement and coordination across multidisciplinary teams to support integrated project delivery.
Qualifications
Required
- Bachelor’s degree in Civil Engineering.
- Licensed Professional Engineer (P.Eng.) in Ontario.
- 10–15 years of progressive experience in highway design and project management within a consulting engineering environment.
- Demonstrated experience delivering MTO transportation infrastructure projects, including highways, interchanges, and roadway rehabilitation.
- Strong knowledge of Ontario highway engineering standards, policies, regulations, and operational procedures.
- Proven capability in project management, including scheduling, cost control, and technical delivery oversight.
- Experience leading multidisciplinary engineering teams and coordinating with stakeholders and regulatory agencies.
- Strong written and verbal communication skills, including technical reporting and stakeholder communication.
- Valid driver’s license with access to a registered and insured vehicle.
Assets
- Eligibility for or approval within the MTO RAQS system for relevant specialties.
- Experience with bridge rehabilitation and replacement projects within provincial transportation programs.
- Exposure to large-scale infrastructure programs across Ontario regions (GTA, Northern, Southwestern Ontario).
- Advanced degree in Transportation or Civil Engineering.
