Job Description
Overview:
- The Operations Specialist will provide high-level operational support and commercial administration for projects.
- Ensure all contractual obligations, financial cycles, and compliance requirements are met throughout the project lifecycle.
- Act as a key interface between project teams, occasionally clients, and corporate departments (Finance, HR, Legal) to ensure operational efficiency.
Specific Responsibilities:
- Financial & Commercial Admin: Invoices preparation, review and submission then Payment submission and follow ups.
- Project kick-start: Lead the initiation of the kick-start phase for new projects, coordinate for insurances, bonds and all initial required documents coordinating with stakeholders to ensure resource readiness and the execution of documentation plans.
- Secondment Contracts Management:
- Administer the full secondment lifecycle, including recruitment activities, CV screening & reviews, and mobilization/demobilization requests (PAAFs, ATMs, ATDs).
- Manage the end-to-end invoicing cycle including preparation, review and submission of invoices then Payment submission and follow ups.
- Timesheet preparation, review and approval, and drafting, review, and submission of invoices, and payment follow-up.
- Technical Submissions: Support new projects in the preparation and submission of initial project deliverables until full deployment of teams.
- Insurances: Coordination for general and project-specific insurance issuance and renewal cycles.
- Bonds & Guarantees: Arrange, track, and manage the issuance/ cancellation or retrieval of performance bonds and guarantees with finance department in accordance with contract requirements.
- Reporting: Support project teams in preparing Contract Project Review presentations (CPR).
- Correspondence: Prepare letters, memos, official correspondence, and maintain project trackers and dashboards.
- Procurement: Lead full cycle of preparation, review and signature of consultancy contracts, sub-consultancy agreements (SCA), and inter-company agreements (ICA).
Qualifications
- Bachelor’s Degree in a Construction related discipline.
- 7+ years in operations or project coordination within the engineering consultancy or construction industry.
- Fluent in Arabic and English
- Proficiency in MS Office (Excel, Word, PowerPoint).
- Proficiency ERP systems.
- Organizational and time-management skills with high attention to detail in document handling.
- Strong communication skills and the ability to draft professional correspondence for internal and external stakeholders.
- Ability to manage version control for document submissions and approvals.
- Knowledge of consultancy contracts, sub-consultancy agreements (SCA), and inter-company agreements (ICA).
