The Government of Solomon Islands has requested assistance from the Asian Development Bank (ADB) to strengthen senior secondary education to build climate and disaster resilience. This project will achieve this by reforming the curriculum in years 10 –12 to make it more practical and equip students with the necessary foundational skills for continuous learning and future employment, focusing on skills and jobs that foster resilience. The Project will update and construct new climate-resilient facilities at 10 schools and strengthen management. It will also address barriers and challenges girls face —piloting innovative gender-transformative activities and implementing a leadership and management program for aspiring female educators. The project is aligned with the following impact: all Solomon Islanders will develop as individuals and possess the knowledge, skills, and attitudes needed to earn a living and to live in harmony with others and their environment. The project will improve the quality, relevance, and gender-responsiveness of senior secondary education for a climate-resilient economy.
Position Description
EDC is seeking an Assessment Specialist to assist the Team Leader in reviewing the existing national assessment framework and provide recommendations for improvement. Key tasks include but are not limited to the following:
- Develop and implement standardized student assessments at key grade levels.
- Align national assessment practices with global benchmarks and best practices.
- Provide guidance on data collection, analysis, and reporting to track student progress.
- Ensure that student assessments are aligned with the national curriculum and competency-based learning objectives.
- Provide technical support for integrating assessment practices into TLMs.
- Review and improve assessment-related content in newly developed TLMs.
- Work with curriculum and TLM developers to incorporate inclusive and gender-sensitive assessments.
- Conduct training workshops and professional development programs for teachers, curriculum specialists, and education policymakers.
- Provide technical assistance in strengthening school-based assessment practices.
- Facilitate consultative meetings with education stakeholders to ensure assessment reforms are contextually relevant.
- Provide policy recommendations and technical reports on assessment reforms.
- Assist in the preparation of final project reports and sustainability plans for ongoing assessment reforms.
Qualifications
Education:
A Master’s or PhD in Education, Educational Assessment, Curriculum Development, Educational Measurement, or a related field.
Skills and Experience:
- At least 10 years of experience in student assessment, curriculum evaluation, and education program development.
- Expertise in competency-based education and curriculum alignment with assessments and TLMs.
- Proven experience in designing, implementing, and evaluating large-scale education assessments (e.g., national assessments, standardized testing, learning outcome evaluations). Strong knowledge of international assessment frameworks such as PISA, TIMSS, EGRA/EGMA, PIRLS.
- Understanding of TLM development processes and how to align them with curriculum reforms.
- Familiarity with educational policies and frameworks in developing country contexts, particularly in Pacific Island nations.
- Excellent capacity-building and training skills for working with teachers, curriculum developers, and policymakers.
- Strong analytical, data interpretation, and report-writing abilities.
Language:
Professionally proficient and fluent in written and spoken English.
