Project Description

The $13 million USAID Higher Education Capacity Development (HECD) program is a five-year activity (2019-2024) supported by the United States Agency for International Development (USAID) and implemented by Education Development Center (EDC) in partnership with Florida State University (FSU). The HECD Program is implementing capacity building programs for up to twelve Higher Education Institutions (HEIs) aimed at addressing an underlying development challenge that affects many HEI’s in Lebanon: the limited capacity to adequately prepare graduates with both technical and soft skills currently demanded by the labor market. Despite high levels of tertiary education, the supply of high skilled workers in Lebanon is not keeping up with labor market demand. This requires increased institutional capacity of HEIs to deliver in-demand skills effectively to graduates ready to enter the labor market.

Job Description

The Monitoring and Evaluation Officer is responsible to support the HECD monitoring and evaluation functions, as assigned, in close coordination with the HECD Project Manager, and Program and Communications departments. The M&E Officer is  accountable for assisting the current MIS in information/data collection, data analysis, preparation of reports, and communication with partners. In addition, the M&E Officer will work in close coordination with the Communications Coordinator to develop reports enhanced with data visualization inputs for sharing with the HECD team, HEI partners and USAID. The Monitoring and Evaluation Officer reports to the Project Manager and works closely with the MIS and Communications Coordinator.

Essential Functions include, but are not limited to: 

  1. Collaborate with HECD  Project Manager and team members to understand their data needs related to HECD events and reporting requirements.
  2. Assist the MIS to collect and compile data from various sources, including databases, spreadsheets, and third-party tools.
  3. Interpret data trends, patterns, and anomalies to derive meaningful insights.
  4. Identify areas for improvement and provide recommendations based on data analysis.
  5. Ensure the accuracy and consistency of data in all visualizations and reports.
  6. Assist in the development of MEL and Program reports that communicate data insights effectively for sharing with the HECD team and USAID.
  7. Regularly present MEL data - findings and reports - to the Program and Communications teams.
  8. Use data visualization software and tools to develop visually appealing and interactive data visualizations, including charts, graphs, dashboards, and infographics.
  9. Interact with the USAID Monitoring Evaluation Program (USAID MEPL) upon request from the HECD Project Manager, including attending periodic MEPL meetings and events.

Qualifications

Education:

Bachelor’s degree required.

Skills and Experience:

  • Bachelor's degree in Data Science, Computer Science, Statistics, or a related field.
  • 1-2 years of experience in a similar field preferably in the NGO sector.
  • Proven experience in data visualization and report creation.
  • Proficiency in data visualization tools such as Tableau, Power BI, or similar.
  • Strong analytical and problem-solving skills.
  • Excellent communication and interpersonal abilities.
  • Attention to detail and a commitment to data accuracy.
  • Ability to work collaboratively in a team-oriented environment.
  • Knowledge of data analytics and statistical methods is a plus.

Language:

Fluency in English is required.
