Job Description
Project Background: EDC has several years working in Rwanda contributing to youth workforce development and overall education. Building on its local and international experience, EDC currently implements the Building Resilience in TVET through E-learning (BRITE) project in partnership with Mastercard Foundation. BRITE is a two-year project that supports and work closely with Rwanda Polytechnic to help strengthen existing e-learning initiatives by focusing on transferable employability skills, trade-based technical skills, as well as remote support to students during their internships and/or apprenticeships.
Summary of Consultancy: The M&E Consultant will be responsible for managing the M&E department to ensure accurate and comprehensive data collection and management, as well as reporting of results for project indicators against the agreed targets and methods for collecting information on project activities across various projects. The consultant will be expected to work from the EDC Office in Kigali, Rwanda, for a total of 40 hours per week. Reallocation expenses are not provided. This Consultant will report to the Chief of Party.
Essential functions include (but are not limited to):
- Support the collection of both qualitative and quantitative data for the pending annual indicators to track implementation progress.
- Drive the design and lead evaluation efforts, including conceptualization of studies, development of tools, data collection, data analysis and report writing.
- Work closely with Communication team to identify, document and disseminate lessons learned and success stories.
- Support, and guide the M&E team in completing their individual and department assignments.
- Coordinate and lead data collection; provide training and logistical support to data collectors, as needed.
- Collaborate effectively with EDC Rwanda staff, particularly with the M&E team, and with EDC Technical Advisor(s) in EDC home office.
- Support in the finalization of BRITE dashboard.
- Update the M&E plans and the results framework of the project.
- Contribute to the writing of final report and ensure adherence to BRITE reporting requirements.
- Work closely with the project team to conduct Technology Need Assessment (TNA) for TVET schools.
- Work under tight timelines ensuring timely implementation of M&E activities including monitoring, evaluation, and documentation tasks for project close-out.
- Participate in BRITE project meetings and in EDC Rwanda meetings, as needed.
- Provide other support as required to meet the needs of M&E activities
Qualifications
Qualifications and Requirements:
- Master’s degree in Information Management, Statistics, Economics, or other related field with quantitative/qualitative content.
- Proven experience with statistical applications and data analysis; familiarity with both qualitative and quantitative information analysis tools.
- Proven experience with statistical applications and data analysis.
- Familiarity with both qualitative and quantitative methodologies and information analysis tools.
- Strong communication and reporting skills – verbal and written.
- A minimum of 5 years of experience in M&E at national and/or international level.
- Excellent working knowledge of designing online data collection tools using open-source Apps such as KoBoCollect, SurveyCTO, etc.
- Ability to design M&E tools, surveys, and evaluations.
- Demonstrated experience working with international donor agencies and partners, such as Mastercard Foundation.
