Project Description
The goal of the five-year, USAID-funded Integrated Child and Youth Development (ICYD) Activity is for Ugandan children and youth, especially the most vulnerable, to receive the support and services necessary to lead resilient, healthy, and productive lives. The ICYD Activity is expected to achieve the following:
1. Children and youth have improved learning outcomes;
2. Children and youth are safe and healthy in their community and learning environments; and
3. Youth practice positive behaviors and are able to make informed decisions about their lives and relationships.
This Activity will address the mutually reinforcing relationship between improving learning outcomes and improving wellbeing and employ a comprehensive approach that merges PEPFAR/OVC’s strengths in acute vulnerability stabilization with education’s broad protective effects.
Job Description
Position Description
The Finance Officer will provide financial support and ensure that the day-to-day finance operations are in total compliance with EDC, PEPFAR and USAID policies, procedures and systems. This position reports to the Senior Finance Officer. This is a full-time position based in Kampala, Uganda.
Primary Responsibilities:
- Payroll management –
- Prepare EDC payroll.
- Ensure relevant documents relating to payroll are obtained from the Senior Human Resource Manager in a timely manner to forestall any delays in the payroll preparations.
- Be conversant and abreast with legislation with respect to taxation, social security, and pension administration in Uganda.
- Prepare and submit PAYE deductions, NSSF and any other contributions in a timely manner as required by prevailing statutory legislations and ensure that no penalty is incurred as a result of late submissions.
- Coordinate, manage and account for all mobile money payments in the Kampala Head Office.
- Conduct bank transactions to the maximum extent possible using Stanbic Business Online and provide online banking documentation in support of vouchers to the Finance Officer responsible for QuickBooks data entry.
- Act as backup, take on the duties and provide assistance to any other finance team member depending on the volume and complexity of work on hand as requested by the Senior Finance Officer.
- Any other tasks of a related nature as instructed by the Supervisor.
Qualifications
Education
- Minimum of a bachelor’s Degree in Finance, Accounting, Business Computing, Business Administration or any related field. Must have at least 6 years of progressively responsible and directly relevant experience. An advanced degree, ACCA or CPA and knowledge of basic computer skills will be an added advantage.
Skills and Experience
- Extensive knowledge of and financial management experience with USAID funded programs.
- Excellent skills in Excel and Word.
- Excellent skills in accounting software use, especially QuickBooks.
- Experience conducting payroll accounting from start to finish coupled with in-depth knowledge of income tax, social security, and pension administration in Uganda.
- Experience with online banking and mobile money management.
- Team player.
- Strong analytical skills.
- Effective oral and written communication skills in English.
Language
- Fluency in English is required.
