Project Description

The goal of the five-year, USAID-funded Integrated Child and Youth Development (ICYD) Activity is for Ugandan children and youth, especially the most vulnerable, to receive the support and services necessary to lead resilient, healthy, and productive lives. The ICYD Activity is expected to achieve the following: 

  1. Children and youth have improved learning outcomes;

  2. Children and youth are safe and healthy in their community and learning environments; and 

  3. Youth practice positive behaviors and are able to make informed decisions about their lives and relationships. 

This Activity will address the mutually reinforcing relationship between improving learning outcomes and improving wellbeing and employ a comprehensive approach that merges PEPFAR/Orphans and Vulnerable Children strategy’s strengths in acute vulnerability stabilization with education’s broad protective effects. 

Job Description

The Deputy Chief of Party (DCOP) for Programs will oversee the coordination of the technical teams with each other as well as across the Activity with the Monitoring and Evaluation (M&E) team, Operations and Finance team and communications to ensure the technical work is planned, implemented, monitored, and reported on efficiently and effectively. The DCOP for Programs will work closely with technical team leads for Education, Youth and OVC, the M&E Director, the Institutional Development Advisor, the Grants Manager, the Deputy Chief of Party for Operations/Finance and the Chief of Party to guide the technical direction, while also providing more specific leadership and oversight for Youth Development programming. This person will liaise closely with EDC Home Office technical experts. As a member of the Senior Management Team, this person will report to the Chief of Party and have supervisory duties.

Essential functions include (but are not limited to):

  • Liaise with various technical teams and the M&E team to oversee coordination of planning, implementation, monitoring and reporting;
  • Support other specialists on the technical teams to ensure overall program coherence and complementarity across result areas;
  • Provide overall strategic guidance and technical oversight for the youth development activities;
  • Partner with the Grants Manager to provide technical and coordinated support for local grantees implementing programming with youth. Participate on selection committees;
  • Collaborate closely with the Operations and Finance teams to ensure logistical and financial planning for technical activities is timely and complete;
  • Build strong collaborative relationships with the Ministry of Education and Sports, Ministry of Gender, Labour and Social Development, Ministry of Local Government, Ministry of Health and subordinate offices at the district and zonal levels, donor, and partner organizations, and other NGOs/civil society organizations to enhance quality and effectiveness of programming, plan for scalability and foster institutionalization;
  • Lead the development of the quarterly and annual reports to be submitted to USAID, coordinating team inputs, editing inputs and writing;
  • Oversee technical inputs for the weekly updates to internal and external partners, as well as other communications sharing the work of the Activity;
  • Contribute to the design and implementation of the Activity’s learning agenda;
  • Work with EDC Home Office technical experts, management team and local partners to ensure activity relevance and quality;
  • Oversee annual, quarterly and monthly planning of technical activities in collaboration with M&E, Operations and Finance teams;
  • Other duties, as assigned.

Qualifications

The candidate for the position of Deputy Chief of Party for Programs shall have at a minimum the following qualifications:

Education

  • Master’s degree in a field relevant to children and youth development, education, a specialty in early grade reading or another pedagogically-oriented specialty is preferred.

Skills and Experience

  • A minimum of 10-15 years of progressively responsible relevant management, supervisory and technical experience in education, literacy or early grade reading programs with preference to USAID funded work;
  • Recognized expertise in youth development;
  • Recognized experience with early grade reading;
  • Experience developing materials for youth development;
  • Demonstrated ability to organize program work teams to collaborate with a wide range of education stakeholders;
  • Significant management and administrative experience, technical knowledge of the education and youth sectors;
  • Familiarity with common education tools and approaches to improving education outcomes, including those of USAID;
  • Familiarity with PEPFAR/orphans and vulnerable children related programming preferred;
  • Strong written and verbal communication skills, including report writing;
  • Strong knowledge of USAID rules and regulations preferred;
  • Program experience in East Africa (Uganda preferred).

Language

Fluency in English is required.
