Job Description

The U.S. Division is organized into five portfolios that operate as business units and offer research, policy analysis, evaluation, technical assistance, and training products and services. Working closely and collaboratively with the leaders of the portfolios and senior staff, the Director will help advance EDC, division, and portfolio-level goals. S/he will be a member of the US Division Management Team and Leadership Team and will oversee the division’s BD infrastructure and process, supervising a senior BD associate and administrative manager.

Essential Duties

  •  Partner with division leadership and bid teams on strategic goals, assessment of opportunities and/or funders, positioning of EDC strengths and capacities, win themes, and competitive partnering
  • Manage business intelligence research, analyses, and reporting to support development goals
  • Foster a robust understanding across the division of funding trends and expectations of federal and state agency funders, as well as non-governmental funders
  • Develop resources and trainings to strengthen and build BD capacity across the division
  • Lead or advise teams in pursuing selected large and strategic bids as appropriate
  • Lead a team of BD leads to:
    • Manage the BD pipeline across the division, ensuring collaboration
    • Support efficient and strategic pursuit of major competitions and emerging bids
    • Coordinate forecasting and capture planning
    •  Ensure broad dissemination of business intelligence and identify the need for new mechanisms or resources to respond to funding trends, changes in focus, or new requirements
    •  Foster implementation of consistent BD processes and use of BD resources and knowledge management tools

Qualifications

Minimum Requirements

  • Experience with federal government agencies and familiarity with agency funding priorities, forecasts, and the requirements of various funding instruments (e.g., GSA contracts, non-GSA contracts, cooperative agreements, grants)
  • Experience with non-federal funders (e.g., private sector, foundation, states)
  • Experience building institutional capacity and refining systems, trainings, and tools to support efficient business development activity
  • Demonstrated ability to lead, delegate, and work well in a team environment with program staff and with external partners
  • Demonstrated ability to manage competing demands under tight deadlines and support diverse teams while maintaining proposal quality
  • Excellent organizational, interpersonal, communication, and writing skills
  • Evidence of successful proposal development in the domestic education and/or health arenas with a track record of winning multi-year, multi-million proposals
  • Ten plus years of related Business Development experience
