About the division

Job Description

Join Deloitte’s fast-growing Government & Public Services (GPS) practice and play a central role in shaping how we win and deliver impactful work across South Africa’s public sector.

As a Senior Consultant in the Proposal Centre of Excellence (CoE), you will sit at the heart of Deloitte’s growth agenda—driving end-to-end bid management, pipeline prioritisation, and proposal excellence across national, provincial, and local government opportunities. 

This is a high-impact, high-visibility role where you will:

  • Work directly with senior leadership across Consulting and the Growth Office
  • Help convert a high volume of public sector opportunities into winning bids
  • Contribute to work that meaningfully impacts citizens in areas such as
  • Experience working across multiple government sectors such as tax administration, home affairs, health, infrastructure, or digital government

 

What you will do

1. Proposal & Pipeline Management

  • Drive a structured “proposal factory” approach to managing government RFPs at scale
  • Manage the end-to-end bid process, including qualification (go/no-go), ownership allocation, and submission tracking 
  • Coordinate internal pursuit governance including go/no-go decisions, competitive positioning
  • Maintain and track the GPS pipeline, including prioritisation, deadlines, and win probability
  • Develop dashboards and reporting to provide real-time visibility on pipeline performance and outcomes
  • Support post-submission debrief processes and contribute to win/loss analysis to continuously improve pursuit quality

 

2. Procurement Compliance Excellence

  • Ensure all proposals and tender submissions are fully compliant with PFMA, PPPFA, MFMA, B-BBEE and other regulatory requirements
  • Review, interpret tender documentation and translate requirements into clear submission checklists and responsibilities 
  • Manage compliance documentation, including tax clearance documentation, B-BBEE certificates, and declaration forms across live submissions.
  • Support the monitoring of the South African tender portal ecosystem (eTender, National Treasury, departmental portals, CIDB) for new opportunities relevant to the GPS pipeline.
  • Maintain a central repository of standardised templates to reduce administrative burden across teams 

 

3. Standardisation & Efficiency

  • Build and maintain reusable proposal templates and content assets to improve speed and quality of submissions 
  • Drive process optimisation and automation opportunities, including potential use of AI to improve efficiency 
  • Reduce time spent on compliance and administration, enabling technical teams to focus on solutioning 

 

4. Stakeholder Coordination & Engagement

  • Support senior Partners and Directors in managing client relationships across key GPS accounts, including preparation of client-facing materials, executive briefings, and meeting packs.
  • Coordinate across multiple internal teams to stitch together high-quality proposal responses 
  • Work closely with senior leaders to support client engagements, positioning, and pursuit strategy.
  • Liaise with internal subject matter experts, solution architects, and global Deloitte networks to assemble credible, well-evidenced proposal content
  • Support cross-functional collaboration across offerings, partners, and alliance ecosystems 

 

5. Insights & Continuous Improvement

  • Track and report on win/loss outcomes and pipeline analytics 
  • Provide insights to improve bidding strategy and competitiveness
  • Monitor the public sector tender landscape and flag priority opportunities with speed

What we’re looking for

Qualifications

  • 4–6 years’ experience in bid management, consulting, and public sector environments 
  • Proven experience managing end-to-end proposals or tenders 
  • Strong understanding of government procurement processes and regulations 
  • Degree in Commerce, Business, Public Administration, Supply Chain, Law or related field

 

Key Skills

  • Exceptional attention to detail and compliance orientation (critical for public sector bids)
  • Ability to work under high pressure and tight deadlines 
  • Strong project management and coordination skills across multiple stakeholders
  • Advanced PowerPoint, Excel, and document production skills 

 

Advantageous Experience

  • Exposure to government tender scoring models and procurement processes
  • Experience in Big 4 or consulting proposal environments
  • Knowledge of World Bank / donor-funded procurement
  • Background in supply chain or procurement disciplines
