The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). OIT oversees all major information and communications technology initiatives for the City of Philadelphia - increasing the effectiveness of the information technology infrastructure, where the services provided are advanced, optimized, and responsive to the needs of the City of Philadelphia’s businesses, residents, and visitors. OIT responsibilities include: identifying the most effective approach for implementing new information technology directions throughout city government; improving the value of the city’s technology assets and the return on the city’s technology investments; ensuring data security continuity; planning for continuing operations in the event of disruption of information technology or communications services; and supporting accountable, efficient and effective government across every city department, board, commission and agency.
Job Description
Under limited supervision, and in collaboration with Technology, Development and Support (TDS), Enterprise Data Management (EDM), cybersecurity, infrastructure, service delivery, business intelligence, and business stakeholders, the Software Configuration Administrator will be responsible for configuring, automating, deploying, integrating, securing, monitoring, and supporting a variety of enterprise applications and data platforms across cloud, SaaS, virtual, and on‑premises environments.
The successful candidate will demonstrate a proven ability to learn new technologies in a fast‑paced environment and develop expertise across multiple platforms. This position requires strong analytical and logic skills, an ability to follow established standards and procedures, and a service‑oriented mentality with a high sense of ownership. The ideal candidate will show keen interest in diagnosing and solving technical problems using scripted and automated solutions.
Tasks will include, but not be limited to – configuration and maintenance of development, test, staging, disaster‑recovery, and production environments; creation and improvement of automated deployment methodologies; troubleshooting issues across application, database, identity, network, and server layers; and supporting the reliability, security, and lifecycle of multiple enterprise systems including Qlik Sense, Microsoft Power Platform, SharePoint, and associated data‑integration and master‑data environments.
The Software Configuration Administrator shall be responsible for:
- Supporting platform, data, and development teams assigned to TDS and EDM.
- Coordinating and maintaining configuration integrity across all supported environments to ensure consistent, reliable operation of enterprise applications.
- Developing and maintaining scripts, templates, and automated processes for configuration, installation, upgrades, validation, rollback, and administration.
- Managing competing priorities across multiple application development, operations, and project teams.
- Establishing and documenting backup, replication, restoration, and disaster‑recovery plans to minimize data loss and downtime.
- Monitoring systems, integrations, jobs, and service‑level indicators for potential or existing performance, security, or capacity issues, and making required adjustments.
- Developing, implementing, maintaining, and following change‑control and testing processes for modifications to applications and platform configurations.
- Maintaining accurate configuration items, relationships, versions, licenses, dependencies, and documentation.
- Communicating outage notifications, ongoing status updates, root‑cause analyses, and corrective-action plans.
- Participating in planned maintenance and on‑call rotations when required.
- Working both independently and collaboratively with diverse internal teams and external vendors.
Essential Functions
- Development of scripts, workflows, integrations, and configuration changes that retrieve, process, or automate data and business/IT operations.
- Analysis, development, testing, and implementation of enhancements to existing configuration processes and automated routines.
- Translation of business processes and system capabilities into technical configurations that conform to organizational business rules and governance standards.
- Creation and publication of written documentation including run books, system configuration records, diagrams, and training materials.
- Preparation and updates to end‑user training materials and technical operating procedures.
- Generation and maintenance of all necessary configuration, release, versioning, and change records, including “as‑built” documentation.
- Advanced organizational skills to catalog configuration items and platform settings across multiple environments and customers.
- Assembling configured software or configuration packages for deployment in accordance with documented procedures.
- Executing release and change‑control functions using designated tools and established processes to ensure integrity and meet program schedules.
- Performing environment maintenance, platform upgrades, template updates, scripting improvements, and on‑call technical support.
- Assisting in incident resolution using broad knowledge of enterprise software, automation, and system infrastructure.
- Reviewing incident trends, metrics, and feedback to recommend and implement system improvements.
- Significant time researching logs, metrics, traces, and diagnostic outputs to identify and resolve technical issues.
- Working closely with other technical resources, operations teams, and product development.
- Proficiently analyzing and resolving application performance issues with root causes across infrastructure, network, identity, or database layers.
- Developing automated methodologies for deployment, configuration management, upgrades, and environment provisioning.
- Working with IT leadership to establish and support technical policies, procedures, and governance.
- Reviewing all configuration requests and ensuring adherence to standards.
- Developing shared knowledge within the department to reduce single points of failure and improve cross‑team capability.
- Performing other duties as required by business conditions or assigned.
Qualifications
- Completion of a bachelor’s degree program from an accredited college or university in Computer Science, Information Systems, Software Engineering, Cybersecurity, Data/Information Science, or a closely related field.
- Three years of progressively responsible experience in enterprise application configuration, platform administration, DevOps/release engineering, systems integration, or production application support.
- Any equivalent combination of education, training, certifications, and relevant experience deemed acceptable by the Office of Innovation & Technology and Human Resources.
Competencies, Knowledge, Skills, and Abilities
- Ability to understand technical specifications and translate them into application or platform configuration scripts.
- Ability to work independently or within a team.
- Enterprise application support experience, including administration, upgrades, troubleshooting, and lifecycle management.
- Strong analytical, coding, testing, and problem‑solving skills.
- Understanding of relational data concepts and experience with SQL.
- Understanding of APIs, web services, JSON, XML, secure file transfer, and common integration patterns.
- Experience working with Microsoft Power Automate, Power Apps, Microsoft Forms, SharePoint Online, and related governance controls.
- Proficiency with source‑control systems such as Git, including branching, merge requests, and release tagging.
- Scripting experience with PowerShell, Python, or Bash.
- Strong writing, planning, organizational, critical‑thinking, and communication skills.
- Ability to work with deadlines and shifting priorities in a complex environment.
- Ability to prioritize and manage multiple tasks while maintaining attention to detail.
- Experience with automated deployment, CI/CD tooling, and configuration‑as‑code concepts.
- Knowledge of secure configuration, vulnerability remediation, least privilege, audit logging, and patch management.
- Experience with monitoring, centralized logging, and performance analysis.
- Knowledge of Microsoft server operating systems and cloud/SaaS administration concepts.
- Strong ability to explain technical issues clearly in both verbal and written English.
- Experience troubleshooting across web‑based applications, identity, networking, and database layers.
- Excellent organizational, analytical, and communication skills.

Salary Range cannot exceed $94,554
