The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). OIT oversees all major information and communications technology initiatives for the City of Philadelphia - increasing the effectiveness of the information technology infrastructure, where the services provided are advanced, optimized, and responsive to the needs of the City of Philadelphia’s businesses, residents, and visitors. OIT responsibilities include: identifying the most effective approach for implementing new information technology directions throughout city government; improving the value of the city’s technology assets and the return on the city’s technology investments; ensuring data security continuity; planning for continuing operations in the event of disruption of information technology or communications services; and supporting accountable, efficient and effective government across every city department, board, commission and agency.

Job Description

Open Data, first mandated in April 2012 with an Executive Order from the Mayor, focuses on departments releasing government data to the public to improve resident services, increase government transparency, drive new business, and help the government better utilize resources across departments. Under supervision of the Open Data Program Manager, the Lead GIS Analyst is responsible for the creation, analysis, and maintenance of various open datasets, data visualizations, spatial databases, and applications with the use of the ArcGIS suite of desktop products, ArcGIS Online, and scripting tools. This analyst will take on projects to extract, evaluate, and visualize spatial and non-spatial data for public data releases, business intelligence, and project/program performance tracking. The analyst will assist in managing projects around open data releases and will occasionally take on troubleshooting tasks to assist users in the enterprise with use of online and desktop GIS products.

Essential Functions

  • Liaising with department executives, analysts and technical staff to advance data services projects.
  • Completing data publishing and change requests from City departments.
  • Develop and maintain basic visualizations of open datasets to broaden the audience of users, as well as more intricate data dashboards on priority topics.
  • Ensuring quality control over open data published visualizations and metadata.
  • Managing data support and responses to department staff and the public.
  • Facilitating public adoption of and engagement around data releases through community trainings and other methods.
  • Supporting audits of City data services to ensure quality, freshness, and relevance.
  • Provide geospatial support to other city agencies including data development, analysis, online maps, ETL processes, and setup of field data collection apps.
  • Query, analyze and prepare statistics on spatial and non-spatial data using GIS, SQL, Excel, Python and other tools.
  • Prepare and execute workflows and automated routines using Python.
  • Prepare and execute queries in spatial and non-spatial databases using SQL.
  • Coordination of some short- and long-term enterprise GIS projects by preparing and maintaining project status and documentation.
  • Participate in meetings and events within the department, city, and wider GIS user community.
  • Prepare and deliver presentations and/or training sessions related to mapping software, tools or procedures to City staff or at conferences on as-needed basis.

 

Qualifications

Four years of relevant professional experience required. Baccalaureate degree from an accredited college or university which has included major course work in Geographic Information Systems (GIS), Geography, Urban Planning, Public Health, Natural Resources (analytical focus), Statistics, Information Science, or Civil Engineering.  Master’s degree in a related field is preferred.

Competencies, Knowledge, Skills and Abilities

Required:

  • Communicate technical nuances in plain language with partners of varying technical background 
  • Proficiency in authoring Python scripts for automation of routines and geoprocesses.
  • Proficiency in database management: create, edit, update, join, append and query data from spatial and non-spatial relational databases including PostgreSQL.
  • Experience with data visualization and graphics tools for the creation of professional presentations reports, web content, or education materials.
  • Advanced-level proficiency using ArcGIS 10.x software suite.
  • Experience with ArcGIS Online to manage profiles, groups, publishing of data, Esri Open Data tools, and Collector for ArcGIS
  • Proficiency in spatial data creation, editing and maintenance using ArcGIS desktop and/or ArcGIS Pro.
  • Advanced-level proficiency using Microsoft Office Professional Suite (Excel, Word, Powerpoint, Teams, Outlook, etc.).
  • Excellent written and oral communication skills.
  • Proficiency in project planning and time management (setting and meeting goals, setting timelines, updating managers and team members on status, etc.).
  • Ability to create and maintain good working relationships and collaborations while being able to work independently and take initiative.
  • Genuinely excited and enthusiastic about learning and pushing technical limits when finding new solutions to support city initiatives.

Preferred:

  • Proficiency in statistical methods and analysis including correlation and regression.
  • Experience working with address and property GIS datasets.
  • Intermediate to advanced-level proficiency with ArcGIS extensions such as Spatial Analyst, geostatistical Analyst, and Network Analyst.
  • Experience with non-Esri software to generate online maps and data.
  • Multi-user versioned and distributed editing, replication in ArcGIS Server/ArcGIS SDE 10.x environment.
  • Previous experience building ETL processes.
  • Experience providing training, presentations or seminars.
  • Proficiency in -R or related statistical software tools.
