Agency Description
The Office of the Director of Finance was created by the Philadelphia Home Rule Charter, adopted by the electors of the City on April 17, 1951, to give the Mayor and the City government a principal officer responsible for the financial, accounting, and budgeting functions of the executive branch. The Director of Finance is thus the Chief Financial Officer of the City and all powers and duties concerning the city’s finances, accounting, and budgeting in the executive branch are directly or indirectly the Director's. The Director of Finance is also the Chairman of the Board of Pensions and Retirements as an ex-officio member of the board of various quasi-governmental agencies, including the Pennsylvania Intergovernmental Cooperation Authority. The City of Philadelphia operates on a fiscal year between July 1st and June 30th.
Job Description
The Technical Architect will be responsible for providing technical solutions and high-level technical guidance to team members assigned to the City’s Oracle HRMS development and support team. The Technical Architect is an experienced, enthusiastic, and hands-on individual who can rapidly learn the current state and provide expert guidance to ensure long-term success. The Technical Architect is responsible for collaborating with the internal OnePhilly team and Managed Services vendor to ensure proper availability and effective functioning of multiple OnePhilly testing and production environments.

Essential Functions & Knowledge Areas
- Work with the managed services vendor to ensure 24x7 availability for critical HCM systems.
- Implement, maintain and enforce effective industry standard processes and policies within our Non-production and Production environments.
- Lead and participate in the architecture and design of databases to support critical applications.
- Engage with DBA, Applications Development, and other technical teams to implement solutions.
- Partner with functional and technical teams, prioritize work based on project needs and work effectively with minimum supervision.
- Support the tactical and strategic directions for the City’s OnePhilly infrastructure.
- Provide routine status reports to leadership and escalate as necessary.
- Maintain Service Levels and OnePhilly goals for problem resolution.
- Follow security standards and effectively manage patches and upgrades, including advising the team of new features to be evaluated for inclusion in the system.
- Mentor team members and share knowledge within the team.
- Adapt to the changing technology environment and embrace newer platforms to support.
- Stay current with evolving technologies.
- Use highly developed communication and diplomacy skills to direct/motivate/influence teams and external customers.
Competencies, Skills and Abilities
- Unix/Linux Shell scripting and task automation;
- Oracle Applications platforms;
- Upgrading both Oracle Middleware Applications – OBIEE and ODI;
- Upgrading both Oracle Database and Oracle EBS Applications;
- Working knowledge of Oracle RAC, Dataguard, RMAN and data replication tools such as Goldengate.

Qualifications
- Requires a bachelor’s degree in computer science, Information Systems, Electronic Engineering or related field, or foreign equivalent
- Five (5) years of experience in Oracle EBS Application Administration and Operations which must include the following: Unix/Linux Shell scripting and automate tasks; Oracle Applications platforms; Upgrading both Oracle Middleware Applications – OBIEE and ODI; Upgrading both Oracle Database and Oracle EBS Applications; Working knowledge of Oracle RAC, Dataguard, RMAN and data replication tools such as Goldengate.
