Agency Description

The City of Philadelphia Law Department acts as general counsel for the entire City government structure. We provide legal advice to all City officials, employees, departments, agencies, boards, and commissions concerning any matters related to the exercise of their official powers. 

The Law Department's civil practice includes unique issues involving public interest in business, health, safety, commerce, civil rights, taxation, and community development. We employ more than 220 attorneys and 100 professional staff to support seamless operations, reduce legal liability for the City, and challenge threats to quality of life impacting the taxpayers of Philadelphia.

The Administrative Services Unit is the principal administrative and financial unit for the Law Department.  The Unit oversees the implementation of a $34 million departmental budget with over 340 employees.  The Unit also supports all Law Department staff in the areas of human resources, accounts payable and receivable, contracts management, purchasing, building management issues, IT, records retention, and mailroom operations.

Job Description

The Human Resources Manager is responsible for facilitating HR operations to adhere to organizational policies and procedures, and to ensure compliance with HR laws and regulations. The Human Resources Manager reports to and assists the Deputy Director of Administration for Human Resources, of the Law Department, in overseeing the daily workflow of HR functions within the Administrative Services Unit and is responsible for various HR disciplines detailed in the Essential Functions section below.

Must be resourceful and flexible to meet the ever-changing needs of the department. This position will supervise a Human Resources Specialist and Human Resources Assistant.

In addition to the Position Summary, responsibilities may include, but are not limited to:
•    Serves as labor relations liaison overseeing all matters related to the civil service and representing staff members.
•    Conducts EEO investigations, as well as other internal staff issues/complaints, including the handling of staff discipline.
•    Maintains contact and meets with union officials; Conducts disciplinary hearings for departmental employees.
•    Assists Law Executive Leadership with Performance Management process & procedures.
•    Maintains compliance with federal, state, and local employment laws and regulations, including coordination of various trainings including, but not limited to, OSHA, HIPAA, ADA, FMLA, and EEO.
•    Coordinate employee communications to promote employee understanding of programs, policies, and objectives.
•    Manages updating Law Department Employee Handbook, with guidance from, Law Executive Leadership, to stay current with City policies & procedure.
•    Conducts employee offboarding & processes separation transactions.
•    Thorough understanding of the City’s Health & Welfare plans, COBRA, Pension Guide, Civil Service Regulations, Home Rule Charter, and Administration Board Rules.
•    Attends the city’s HR Manager Meetings
•    Performs other duties as assigned

•    Proficiency in Oracle database management system or equivalent system a plus.
•    Fluency in Microsoft Office Suite.

Qualifications

  • Educational degree related to job duties preferred.
  • Professional certification in human resources is a plus.
  • Five to seven years of progressive human resources experience.
  • Two to four years’ experience in a human Resources management role.
  • Experience working in a large governmental environment preferred.

Salary Range: Up to $104,099 – Commensurate with education and experience
