The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). OIT oversees all major information and communications technology initiatives for the City of Philadelphia - increasing the effectiveness of the information technology infrastructure, where the services provided are advanced, optimized, and responsive to the needs of the City of Philadelphia’s businesses, residents, and visitors. OIT responsibilities include: identifying the most effective approach for implementing new information technology directions throughout city government; improving the value of the city’s technology assets and the return on the city’s technology investments; ensuring data security continuity; planning for continuing operations in the event of disruption of information technology or communications services; and supporting accountable, efficient and effective government across every city department, board, commission and agency.
The City of Philadelphia Division that has responsibility for this work is the Division of Aviation (DOA) and the work assignments will be based at the Philadelphia International Airport (PHL). Job Description
This position is within the group of OIT employees working at the Philadelphia International Airport (PHL) and supports enterprise GIS operations and analysis for the Division of Aviation. Under the supervision of the GIS Manager and with the support of the IT Director, the GIS Analyst is responsible for the creation, analysis, and maintenance of various spatial databases and applications with the use of the ArcGIS suite of desktop products and online mapping tools. The GIS Analyst will also prepare hard copy maps, publish web maps, and conduct mobile field data collection to support data development and maintenance tasks.
Essential Functions
The essential functions of this position include:
• Create and maintain geospatial datasets via (field) data collection, data conversion and/or data conflation processes.
• Create and maintain web map applications published via ArcGIS Enterprise Portal
• Complete documentation of datasets and processes.
• Coordination of some enterprise GIS projects
• Converts CAD to GIS
• Provide geospatial support to various Airport departments- including data development, data editing and analysis, online and hardcopy map creation, and setup of field data collection
• Perform predictive analytics, reporting and visualization of airport data
• Map composition and printing on large-format printers using custom and automated methods
• Interact with consultants and contractors
• Complete documentation of datasets and processes, including metadata
• Participate in meetings and events within department, city and wider GIS user community.
• Occasionally conduct presentations on enterprise specific topics at meetings and conferences.
• Prepare and maintain project status reports to the DOA’s GIS Manager.
• Prepare and deliver presentations and/or training sessions related to mapping software, tools or procedures to DOA staff on as needed basis.
• Provide oversight of subordinate, intern and Co-op employees.
Competencies, Knowledge, Skills and Abilities
The following abilities and skills are required:
• Proficiency in database management: create, edit, update, join, append and query data from spatial and non-spatial relational databases.
• Experience with data visualization and graphics tools for the creation of professional presentations reports, web content, or education materials.
• Advanced-level proficiency using ESRI ArcGIS 10.x software suite.
• Intermediate proficiency using ArcGIS Online and related products, including Field Maps for ArcGIS, Web AppBuilder for ArcGIS, and Esri Story Maps
• Spatial data creation, editing and maintenance proficiency in ESRI ArcSDE 10.x.
• Cartographic design experience for web and hardcopy maps. Advanced-level proficiency using Microsoft Office 2010 (or later versions) Professional Suite (Access, Excel, Word, PowerPoint).
• Excellent written and oral communication skills.
• Proficiency in project planning and time management (setting and meeting goals, using calendars, etc.).
• Ability to create and maintain good working relationships and collaborations while being able to work independently and take initiative.
• Genuinely excited and enthusiastic about learning and pushing technical limits when finding new solutions.
• Collector for ArcGIS, Survey123, StoryMaps and other cloud based Esri tools
• Mobile data collection applications and configuring them with compatible GPS devices
• Data conversion and extraction or FME
• Non-Esri software to generate on-line and hardcopy map and data products
• The principles of wayfinding
• The principles of cartographic design
• GIS integration with enterprise asset management software
Qualifications
• Baccalaureate degree from an accredited college or university which has included major course work in Geographic Information Systems (GIS), Geography, GeoDesign, Urban Planning, Environmental Studies (analytical/GIS focus). Master’s degree is preferred.
• Any equivalent combination of education and experience determined to be acceptable by the Office of Innovation & Technology and Human Resources.
• Airport experience including Knowledge of FAA's Airport GIS Program
• Experience with ArcGIS Online to assist with implementing dashboards, open data tools and Field Maps for ArcGIS
• Experience providing training, presentations or seminars.
• Experience with ArcGIS Online to assist with implementing Field Maps and other cloud based Esri tools
• Experience using ESRI’s mobile data collection apps and configuring them with compatible GPS devices.
• Previous experience with ArcGIS Enterprise Portal is preferred
• Previous experience using AutoCAD is preferred
• Experience with non-Esri software to generate on-line and hardcopy map and data products.
Additional Information
Salary Not to Exceed: $70,000
Starting salary to be determined based on experience and qualifications.
