Agency Description

The Office of Director of Finance was created by the Philadelphia Home Rule Charter, adopted by the electors of the City on April 17, 1951, to give the Mayor and the City government a principal officer responsible for the financial, accounting, and budgeting functions of the executive branch. The Director of Finance is thus the chief financial officer of the City and all powers and duties concerning finances, accounting, and budgeting in the executive branch are directly or indirectly the Director's. The Director of Finance is also the Chairman of the Board of Pensions and Retirements and an ex-officio member of the board of various quasi-governmental agencies, including the Pennsylvania Intergovernmental Cooperation Authority. The City of Philadelphia operates on a fiscal year between July 1st and June 30th.

The Budget Office prepares and monitors the annual operating and capital budgets for the City of Philadelphia. The Budget Office includes four units: Operating Budget, Capital Budget, Policy and Strategy, and Grants. The Capital Budget unit is responsible for the preparation of the annual Capital Budget and six-year Capital Program as well as the day-to-day fiscal management of the Capital Budget.  The Capital Budget represents the long-term financial investments in municipal assets, such as police and fire stations, libraries, recreation centers, and parks.

Job Description

The Philadelphia Budget Office is seeking an Assistant Budget Director for Capital. This exempt (non-civil service) position will report directly to the Deputy Budget Director for Capital.

The Assistant Budget Director will have experience working with budgetary information, research experience, and/or a demonstrated track record of policy evaluation. This position will provide policy and planning guidance around capital investments and infrastructure and the funding mechanisms to acquire, build, and maintain public assets. The Assistant Budget Director will work to align spending decisions with the City’s goals around racial equity, sustainability, and providing high-quality infrastructure for Philadelphians. Additionally, this role will support the City’s transition to a modern Enterprise Resource Planning (ERP) system.

The position will be a hybrid remote/onsite position.

 Essential Functions

Annual Capital Budget Process and Related Projects: The Assistant Budget Director will assist in developing the annual Capital Budget and Program. The Assistant Budget Director’s role in the annual budget process includes assisting in soliciting and evaluating budget requests from the 21 departments within the Capital portfolio, facilitating meetings with those departments and other stakeholders, collaborating on the development of spending proposals for presentation to the Mayor, producing materials to describe planned spending (may include written reports, slide decks, videos, and more) and making presentations, and producing budget documents. The Assistant Budget Director will also support the annual process to upload the Capital Budget into the City’s system(s).

Ongoing Capital Budget Administration:  The Assistant Budget Director will assist with ongoing capital budget administration, including supporting departments that have capital appropriations; performing quality control reviews; developing and presenting trainings to departmental staff; and other projects as assigned.

Support Project to Modernize and Streamline City Capital Processes: The City is engaged in a multi-year project to upgrade and modernize key business processes, reporting, and analytics capabilities, including for capital. The Assistant Budget Director works with the project team and other key stakeholders to support the implementation of new capital business process for the new system.

Competencies, Knowledge, Skills and Abilities

  • Familiarity with City accounting and budgeting systems and processes preferred, but not required.
  • Ability to work independently and with a team to achieve goals.
  • Ability to problem-solve and think creatively to produce solutions.
  • Ability to communicate effectively – verbally and in writing – with a variety of stakeholders
  • Principles of budgeting and management; with a preference for capital/real estate projects.
  • Data analysis and experience working in databases and software applications.
  • Policy and strategy research, development, and execution.
  • Implementation, creation, modification, execution, and management of complex processes with multiple stakeholders.
  • Highly organized with an eye toward efficient methods of productivity.
  • Ability to handle multiple tasks in a tight timeframe.
  • Proficiency with the Microsoft Office Suite.

Work-Life

Working hours are generally 37.5 hours per week. Our team is currently hybrid with both virtual and in-office days; however, the position can opt to come in the office each day if desired.

Qualifications

  • Bachelor’s degree in public policy, urban planning, economics, real estate, or finance or field that develops skills related to essential duties OR a minimum of two years’ relevant work experience required.

Salary Range: $70,000 - $80,000
