Agency Description

The Office of Children and Families (OCF) aligns the City’s policies, resources, and services for children and families. Our priorities are:

  • Safe children.
  • Strong families.
  • Supported schools and communities.

OCF administers a number of City-supported programs, including Adult Education, Out-of-School Time, WorkReady, Community Schools, and PHLpreK. The office also oversees the Department of Human Services (DHS), Philadelphia Parks & Recreation, and the Free Library of Philadelphia.

Job Description

The Out-of-School Time (OST) Director of Operations reports to the Chief of Prevention and supports the strategic vision and progress toward shared outcomes, cultivates innovative partnerships and models of programming with new and current stakeholders, identify opportunities for local adoption of emerging practices, maintains relationships with relevant local, state and national partners, and maintains alignment between the OST system services and the dynamic needs and priorities of Philadelphia communities. All with a demonstrated commitment to diversity, equity, and inclusion.

The Director of Operation manages one intermediary which is responsible for contracting, payment, monitoring and oversight of OST providers, contract conformance and flow of funds to subcontracted providers as well as continuous quality improvement (CQI). The Director of Operations directly supervises the Summer Program Manager, the Philly Reading Coaches Manager as well as the Foster Grandparents Program Manager. The Director will also work closely with the Senior Director for Youth Workforce and City departments. The Operations Director is also responsible for working collaboratively with and building a coordinated relationship with the School District of Philadelphia (SDP) and other strategic partners such as the Every Hour Counts Coalition and philanthropy.

Essential Functions

Strategic Planning

  • Demonstrated leadership and vision in managing staff and major projects or initiatives.
  • Ability to create a vision, plans, and move work toward completion of measurable goals and targets.
  • Experience developing, creating, and implementing new programs.
  • Secure additional resources, as needed, to fully operationalize OCF OST’s program’s priorities.

Relationship Management

  • Experience cultivating relationships with multiple partners and bringing partners together around common goals.
  • Build and maintain strong partner relationships; exceptional relationship-builder.
  • Represent OCF OST in industry-group conferences, professional associations, and other public venues.
  • Develop thought leadership around specific topics/emerging practice areas.
  • Share-in knowledge dissemination, reporting, and communications.

Program Leadership and Management 

  • Ensure ongoing programmatic excellence.
  • Demonstrate consistent quality of finance and administration, fundraising, communications, and systems; recommend timelines and resources needed to achieve the program goals.
  • Attract, develop, coach, and retain high-performance team members, empowering them to elevate their level of responsibility, span of control, and performance.
  • Work with staff to develop systems to ensure consistent, high-quality project management.
  • Provide leadership in development of inter-team communication, cohesiveness, and accountability.
  • Ensure the mission and commitments of the OCF OST programs and subcontracts are met.
  • Excellent interpersonal skills and a collaborative management style.
  • Oversee the operational work of the intermediary.
  • Manage the OCF OST budgets and fiscal relationships with the intermediary.

Competencies, Knowledge, Skills and Abilities

  • Understanding OST & youth development field: Understanding of OST and/or similar youth serving fields.  Conversant in latest research and best practices in the youth development field
  • Risk management:  Possesses good judgment and ability to manage risk throughout an organization. Knows when to elevate a risk to upper management for consideration. 
  • Influencing: Gets others to accept ideas by using convincing arguments; creates a win- win situation and responds appropriately to key stakeholders.
  • Collaboration: Effective at working with others to reach a common goal or objective.
  • Communications: Skilled in creating written and oral communications for various audiences.  Ability to convey complex ideas through brief, simple materials.  Experience and credibility when presenting materials to multiple audiences.
  • Planning:  Experience in complex project planning.
  • Project Management: Experience in leading complex expansion projects, managing multiple teams working in parallel, including coordinating with peers to achieve desired outcomes, and tracking and reporting on progress to senior managers. Understanding of principles of continuous improvement and the use of data to drive improvement.

Work-Life

Working hours are generally 37.5 hours per week.  Our team is currently hybrid with both virtual and in-office days; however the position can opt to come in the office each day if desired.

Qualifications

Minimum Qualifications:

  • At least 10 years of professional experience overall, with a minimum of five years of senior-leadership experience supervising seasoned staff operating multiple human services programs across a broad geography.
  • Solid educational background including an undergraduate degree and a Master’s degree in child development, Education or related field, preferred.
  • Strong relationship builder and communicator with experience leading diverse work teams, developing an organization-wide strategy for program excellence, engaging community partners, and partnering with executive leadership.
  • Can point to tangible examples of reporting and program measurement and evaluation. Demonstrates integrity, strives for excellence in their work, and has experience of leading others to new levels of effectiveness and programmatic impact.
  • Strong communication and organizational skills.
  • Experience developing and managing program budgets preferred.
  • Experience working in a diverse, urban K-12 educational setting preferred.
  • Multilingual proficiency strongly preferred.
  • Excellent computer skills and proficient Microsoft office suite programs. Including but not limited to excel, word, outlook, access, and Microsoft Teams
  • Excellent communication skills both verbal and written.
  • Knowledge and experience in organizational effectiveness and operations management
  • Excellent interpersonal skills and a collaborative management style.
  • Budget development and oversight experience
  • A demonstrated commitment to high professional ethical standards and a diverse workplace.

Salary Range: $112,000
