The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). OIT oversees all major information and communications technology initiatives for the City of Philadelphia - increasing the effectiveness of the information technology infrastructure, where the services provided are advanced, optimized, and responsive to the needs of the City of Philadelphia’s businesses, residents, and visitors. OIT responsibilities include: identifying the most effective approach for implementing new information technology directions throughout city government; improving the value of the city’s technology assets and the return on the city’s technology investments; ensuring data security continuity; planning for continuing operations in the event of disruption of information technology or communications services; and supporting accountable, efficient and effective government across every city department, board, commission and agency.

Job Description

This role will be responsible for working closely with the Software Engineering and Digital Services teams to provide quality assurance services. While a component of this will be traditional QA (e.g, writing test scripts and manually validating systems), you will also be responsible for ‘solution’ quality. In this side of the role, you will focus on the quality of the requirements we are getting, ensure they are complete, and make sure they are translated appropriately to designers and developers on your team. In a sense, you are responsible for the end to end quality of the project and are expected to be a voice for the customer. 

Responsibilities
The QA Analyst will be responsible for leading “Quality” within the Software Engineering team. This will happen in a number of dimensions: 
•    Working with stakeholders and cross-functional partners to vet and validate software requirements
•    Writing new and maintaining existing automated testing scripts 
•    Working with Software Engineers to write and execute test scripts for new features and existing software
•    Working with digital services teams (UX, Content) to identify best case solutions in collaboration with the software engineering team
•    Owning the “Quality” process of the SDLC
•    Working with business stakeholders to validate that written software meets all functional requirements
•    Executing manual tests against solution components
•    Managing test process for project team members
•    Documenting system requirements in cross-functional meetings
•    Triaging production requests

Qualifications

•    3+ years of experience in QA, Applications Administration or Project Management
•    Strong written and verbal communications
•    Strong analytical and problem-solving skills
•    Understanding of the Software Development Life Cycle
•    Understanding of QA best practices and processes
•    Ability to write clear software requirements
•    Understanding of edge cases and how to identify them
•    Experience writing automating testing scripts and a desire to learn new programing languages 


Nice to have
•    Experience working in government

Additional Information

Salary Not to Exceed:  $75,000
