Agency Description
The Office of Civic Engagement and Volunteer Service (OCEVS) is committed to increasing long term, sustainable civic engagement throughout the city. To support this goal, we offer a variety of training opportunities for community members, nonprofit partners and City agencies. In addition, we support internal and cross-sector convening and collaboration to reduce silos and increase efficiency and efficacy of engagement and volunteer programs and tactics. OCEVS is housed within the Mayor’s Office of Public Engagement (OPE).
Job Description
About the project you’ll be working on:
Community engagement is the foundational way government opens its doors to connect communities to programs and services, better understand community need, share decision-making, and honor work already occurring in neighborhoods. However, many communities won’t and can’t interact with government because we’ve either broken their trust or haven’t created the conditions for their engagement.
To address these realities, the PHL Service Design Studio and the Mayor’s Office of Civic Engagement and Volunteer Service have been working on an Equitable Community Engagement Toolkit in collaboration with City engagement staff, community groups, and Philadelphia residents. The Toolkit is a Citywide initiative that will transform how the City of Philadelphia thinks about, plans for, and facilitates engagement with the communities we serve. It’ll include a vision and guiding principles, strategies and tools, evaluation resources, training, and a cultivated community of practitioners made up of City engagement staff and community members. All guidance will be accessible online within the phila.gov platform.
About your position:
The Equitable Community Engagement Trainer will be responsible for the development and facilitation of a series of Equitable Community Engagement trainings, guided by the Equitable Community Engagement (ECE) Toolkit, a project led by the Mayor’s Office of Civic Engagement and Volunteer Service (MOCEVS), Mayor’s Office of Public Engagement (OPE), and the Service Design Studio (SDS) at the Chief Administrative Office (CAO).
The Equitable Engagement Initiative aims to envision what equitable community engagement can look like for the City of Philadelphia, through shared principles, tactics and tools for both internal City staff and community based engagement practitioners conduct equitable community engagement work across Philadelphia.
Essential Functions
In this role, you will:
Lead the management of Toolkit training curriculum and materials.
- Work closely with the PHL Service Design Studio to write and finish Equitable Community Engagement Toolkit training curriculum and materials.
- Work with the Equitable Community Engagement Manager and Equitable Engagement Director to identify opportunities to strengthen and evolve existing Toolkit training strategy and curriculum with stakeholder feedback.
- Develop the Equitable Engagement Training strategy, which will include already existing training provided to community and City staff by various City departments.
- Build a coalition of internal, equitable, trauma-informed trainings and professional development facilitated by City staff Community practitioners.
- Serve as an external advocate for equitable community engagement. Fosters relationships with City engagement practitioners to understand and support needs.
- Disseminate lessons learned, tools, and best equitable community engagement practices to a coalition of community based organizations and practitioners.
Manage, coordinate, and facilitate Toolkit trainings.
- Build training curriculum (including train the trainer models) for internal and external partners guided by the Equitable Engagement Toolkit.
- Manage prep work, coordination, and planning to facilitate accessible Toolkit training.
- Create evaluation surveys to assess the efficacy of Toolkit training and gather ongoing feedback at each training to inform how curriculum can be improved.
- Serve as the primary contact for any and all Toolkit training inquiries.
Cultivate, grow, and support a community of equitable community engagement practitioners.
- Work to build and sustain a community of practice through training cohorts where practitioners can access peer support and share strategies long term after training.
- Work with the Equitable Community Engagement Manager bi-annually to update and maintain the Toolkit.
- Ensure training programs link to the toolkit.
- Manage internal and external communications with Toolkit stakeholders.
Competencies, Knowledge, Skills and Abilities
Candidates should have:
- Strong facilitation skills.
- Commitment to equitable, trauma-informed community engagement.
- Identifying opportunities to strengthen existing programs, create and/or enhance implementation strategies, and work with a diverse team to implement action plans.
- Possess the ability to translate the vision of the Equitable Engagement Toolkit into trainings and tools that can be disseminated to City Staff and Community Based Engagement Practitioners.
- Project management skills: highly organized, stays on top of different moving pieces of work, engages stakeholders strategically
- Communication skills: be able to communicate benefit connections through written materials in plain and easy to understand language
- Strategic thinker & solution-oriented: Able to spot opportunities, and translate vision into actionable realistic steps.
Qualifications
Candidates should have:
- Experience training and developing large groups of diverse individuals
- 2-3 years in training development and facilitation
- Experience with launching new programs and initiatives
- 2-3 years experience in community engagement/organization
Nice-to-have skills:
- Bilingual (Spanish and/or Mandarin Chinese preferred)
- Experience with community-based and participatory design
- Experience working in the social impact space or complex service environments

Salary
The salary for this position is $65,000 and will be funded through June 30, 2023. Because this is a full-time position, employees will receive benefits.
Hybrid work schedule
Currently, the team works on a hybrid schedule with some days from home and some in the office. The specifics of this schedule may change depending on the status of COVID-19.
