Agency Description

The City of Philadelphia’s Office of Sustainability (OOS) works with partners around the City to improve quality of life in all Philadelphia neighborhoods, reduce the City’s carbon emissions, and prepare Philadelphia for a hotter, wetter future. OOS works to implement Greenworks, the City’s comprehensive sustainability plan. The Office of Sustainability houses the Energy Office and the Food Policy Advisory Council.

Job Description

The primary responsibilities of the Senior Manager for Climate Mitigation will be leading the Office of Sustainability’s efforts to reduce citywide carbon emissions to meet Mayor Kenney's goal of achieving carbon neutrality by 2050. The Deputy will oversee key citywide building and energy programs, manage greenhouse gas inventories and data reporting, guide the Office’s zero waste efforts and, support programs at the intersection of transportation and climate. The position reports to the Director of the Office of Sustainability.

Essential Functions

  • Support Office of Sustainability priority areas, including racial equity and environmental justice work.
  • Manage staff and contribute to an inclusive and thriving workplace.
  • Manage citywide compliance with Energy Benchmarking and Building Energy Performance programs.
  • Lead OOS’s involvement in research, policy development, and programs aimed at addressing residential energy burden and moving to 100% renewable energy, ensuring programs prioritize access for marginalized communities.
  • Oversee citywide greenhouse gas inventory and other climate mitigation data tracking.
  • Provide oversight for OOS’s zero waste programs, including food waste, plastic bag ban implementation, and circular economy programs.
  • Provide support for transportation programs, such as the implementation of a municipal clean fleet plan and electric vehicles and congestion policies.
  • Build and maintain relationships with City agencies and external stakeholders.
  • Handle administrative tasks such as contract management, budget tracking, and invoice processing.


Education and Experience


  • 8 years of professional experience in climate, energy, or other related environmental policy experience.
  • Personnel management experience.
  • Familiarity with racial equity and environmental justice issues.


  • Professional education in energy, sustainability or environmental studies.
  • Knowledge of and demonstrated experience in working and making change within a large institution.

  • Ability to identify environmental burdens and effectively convey and translate an equitable solution to a diverse range of audiences.

Additional Information

Salary Range: $75,000-$85,000
