The Office of Community Empowerment and Opportunity (CEO) provides leadership on issues of economic justice by advancing racial equity and inclusive growth to ensure that all Philadelphians share in the city’s prosperous future and by alleviating the immediate impact of poverty on individuals, families and communities. CEO is Philadelphia’s Community Action Agency (CAA); CAAs are private or public agencies created by the 1964 Economic Opportunity Act and federally designated to receive Community Services Block Grant (CSBG) funding.

Job Description
The Data Manager is responsible for general oversight, reporting, training and user support to ensure the integrity and proper use of CEO’s data management system (DMS) by CEO staff and sub-grantees. The Data Manager will provide technical and instructional support related to data management and reporting, and work with CEO staff to ensure the timely and accurate collection of participant data. The Data Manager will also provide technical expertise in the use of the DMS to measure and report on the progress of each of CEO’s funded programs and initiatives, as well as the broader strategic goals of CEO.
Essential Functions
- Management and administration of the DMS, including regular interaction with DMS vendor to address problems in a timely manner and ensure database integrity and reliability;
- Develop and modify DMS in response to user needs, research and reporting requirements;
- Support development and implementation of data administration policies, technical standards, and data models;
- Perform tasks related to administration and coordinating access, including management of user accounts, licenses, and permissions ensuring system security and confidentiality is maintained;
- Develop and implement database structures, relationships, queries, report dashboards, and other components for effective, timely, and reliable utilization of information from the DMS for use by our programs and other stakeholders.
- Conduct report testing and modifications as required, ensuring reports are accurate, timely and provide the necessary data;
- Provide technical support to CEO staff in the collection, storage and reporting of data to support collective impact initiatives and other special projects;
- Assist Contracts & Data team in documentation of data collection compliance and provide quality assurance support;
- Assist in reporting performance measurement outcomes to funders;
- Provide ongoing technical assistance and training to promote effective data management;
- Train and work collaboratively with program staff, senior management and administration on setup, implementation, and use of DMS for data management and reporting;
- Develop training manuals, documents and assist in designing the format of training sessions;
- Provide ongoing training and communication on new or changed features to users as required;
- Be proactive in looking for indicators that the sub-grantee (service provider) may need technical assistance.
- Create and maintain regular and ad hoc reporting required for all review, analysis and research needs;
- Conduct analysis of data for completeness and accuracy and to support programmatic improvement;
- Generate reports as requested by (CEO), stakeholders, and its funders. This includes creating queries to extract pertinent information for organization-wide research, analysis and reports to City Council and the Administration;
- Establish and update tools/reports required for grant-seeking and fundraising;
- Create assessment tools, data sets, and custom reports;
- Assist in reporting of ROMA Next Generation goals across service domains;
- Provide data to assist in the preparation of the Community Needs Assessment and Organizational Standards reports required by CSBG;
- Assist in reporting performance measurement outcomes to Oversight Board;
- Attend meetings with contracted partners including other City departments as required;
- Recommend external training opportunities for staff;
- Consistently participate in the data management professional community through publications, meetings and online resources;
- Complete training from CEO's professional development opportunities
Qualifications
Education and Experience
- Four (4) year college degree required
- Bachelor of Arts or Bachelor of Sciences degree in database administration, computer science, information technology or related discipline preferred;
- 2 - 4 years of experience preferred
Competencies, Knowledge, Skills and Abilities
- High proficiency with SQL Server, PostgreSQL, or other SQL-based platforms is desired;
- Proficiency in MS Pro Office Suite (Word, Excel, PowerPoint, Access, Outlook);
- Facility with reporting and Business Intelligence (BI) or data analytic tools;
- Data governance experience;
- Project management experience desired;
- Demonstrated ability to quickly learn new software and web-based applications;
- Ability to apply technical expertise to solve problems;
- Ability to train and support end-users;
- Experience with both statistical and qualitative methods is an asset;

- Regular, predictable attendance is required
- This position operates in an office setting and routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines
- Exertion of physical strength to lift, carry, push, pull, or otherwise move objects up to 10 pounds. Work involves sitting most of the time. Walking and standing is often necessary in carrying out job duties
