The New York City Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. To perform these critical services, DEP employs nearly 6,000 individuals in a variety of field and professional positions. DEP is currently seeking a dynamic individual to serve as the program manager for the construction noise program for the Bureau of Environmental Compliance. The Bureau of Environmental Compliance (BEC) enforces the City’s Air and Noise Codes, regulations that affect the health and safety of the public and environment. The Bureau has the goal of enhancing quality of life for New Yorkers by relieving neighborhoods of environmental pollutants and stressors.

The Bureau of Bureau of Environmental Compliance (BEC) enforces the City’s Air and Noise Codes, regulations that affect the health and safety of the public and environment. The Bureau has the goal of enhancing quality of life for New Yorkers by relieving neighborhoods of environmental pollutants and stressors. Specifically, this position is responsible for ensuring compliance with the Noise Code by evaluating required noise mitigation plans prior to the beginning of construction work.

The Project Manager reports to the Director, Air & Noise Policies, Regulations & Enforcement and will work closely with Bureau and agency leadership to review the alternative mitigation plans as well as ensure that construction noise mitigation plans are filed with the department and certain plans have the required noise monitoring devices. The employee is responsible for performing the following tasks:

- Provides metrics of the plans reviewed and tracks locations that are required to have approved noise monitors.
- Has a good understanding of the Air and Noise Code rules and regulations.
- Provides leadership and general direction to staff in the review of the noise mitigation plans as well as updates the Standard Operating Procedure.
- Participates in meetings with contractors and elected officials to address noise concerns at certain construction sites.
- Provides guidance on the rules and regulations of the noise code and regulations to the construction filing community.
- Reviews submissions from contractors who are required to report on compliance with sightseeing bus requirements as mandated by LL 41 as well as recyclable contracts as required by LL 40
and trade waste vehicles are required by LL 145.
- Coordinates presentations, sets agendas, and summarizes deliverables for the Director regarding the number of approved plans as well as to provide that information for publication on the
DEP website.
- Research, tracks and analyze policies and regulations that may be needed to improve construction noise compliance.
- Performs other related duties and functions as required.

CITY RESEARCH SCIENTIST - 21744

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
