Job Description

The New York City Taxi and Limousine Commission (TLC) is the City agency responsible for regulating for-hire transportation in New York City, including taxis, street hail liveries, high-volume for-hire services such as Uber and Lyft, black cars, luxury limousines, livery vehicles, commuter vans, and paratransit vehicles.

The TLC oversees a transportation ecosystem that moves nearly 1 million riders every single day the equivalent of the entire Boston transit system. TLC is the agency responsible for regulating New York City's taxicab and for-hire vehicle industry. With approximately 180,000 licensed drivers, 1,000 businesses, 115,000 vehicles including and the iconic yellow taxi at the heart of our city’s identity, TLC is entering a new era of dignity, accountability, and collaboration across the for hire vehicle sector. TLC continues to be on the front lines of a rapidly changing mobility landscape and our innovative efforts--whether requiring minimum pay for app drivers, ensuring wheelchair accessible service, making our licensed fleet more environmentally sustainable, working to eliminate traffic fatalities, or preventing discriminatory service--often serve as a model for other cities.

The Licensing and Standards Division is seeking an experienced candidate for Executive Director to oversee the Division's application processing teams, which include Driver Licensing, Vehicle Licensing, and Base/Business Licensing; the Fitness Review Unit, which is our background investigation unit; and the Division's Quality Assurance/Compliance Unit. The candidate must have a minimum of two years of director experience leading teams that process work and serve NYC customers. This candidate should have experience streamlining processes, finding efficiencies, and leading continuous improvement. The selected candidate will work with teams, manage unit-related projects, and use data to make decisions. Our preferred candidate will work closely with staff and supervisors to provide guidance, support, and coaching. We are seeking a self-sufficient candidate who, after training, will take initiative to identify and address issues before they adversely impact our operations. This is someone who can attend meetings both onsite and offsite to represent the Licensing and Standards Division and/or the agency. We seek a leader to drive targeted and strategic transformation across all our processes. This candidate should have a proven track record in cross-functional project management and the ability to ensure compliance with our rules and regulations.

The responsibilities include, but are not limited to: create plans for efficiency and identify and implement improvement projects; find and recommend processes to be automated and provide assistance and guidance; establish performance standards; train, mentor, and coach staff and supervisors; track performance evaluations; review and respond to high-priority correspondence; facilitate collaborative meetings; conduct presentations; attend and present at Commission hearings; assist with creating SOPs; and coordinate with sister agencies and departments on best practices.

Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above; or

3. An associate degree or completion of 60 semester credits from an accredited college and six years of full-time satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above; or

4. A four-year high school diploma or its educational equivalent approved by a state’s department of education or a recognized accrediting organization and eight years of full-time satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above; or

5. A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
