Job Description
The New York City Housing Authority (NYCHA)’s Office of Resident Economic Empowerment & Sustainability (REES), situated within NYCHA’s Department of Resident Services, Partnerships and Initiatives (RSPI), is charged with working to develop and implement programs, policies and collaborations to measurably support residents increased economic opportunities with a focus on asset building, employment, advancement, adult education and training, and business development.
NYCHA REES has implemented a Zone Model approach, which leverages NYCHA’s and partner resources to expand economic opportunity for public housing residents through place-based service coordination. Through this new approach, REES enables NYCHA to (1) Generate more economic opportunities for NYCHA residents and NYCHA neighborhoods, while strategically investing and leveraging NYCHA’s spend; (2) Provide a more comprehensive economic empowerment platform with additional capacities around financial literacy, asset building and business development; (3) Reduce the duplication of services - better investing limited resources; (4) Enable NYCHA to be a better partner to community-based organizations, government agencies, philanthropies, community colleges, schools, employers and other key stakeholders; and (5) Drive more resources and investment into public housing neighborhoods.
NYCHA REES seeks a dynamic Supervisor, Job Generation to join its Job Generation team. The Supervisor, Job Generation will report to the Assistant Director, Job Generation.
Key responsibilities include, but are not limited to the following:
1. Manage and support a team of approximately 5 staff responsible for vendor and NYCHA resident interaction related to NYCHA resident hiring and other economic opportunity initiatives. Collaborate with other NYCHA departments to support agency’s Section 3 goals. This includes communicating with vendors, unions, and other groups to ensure pathways for resident hiring and training.
2. Responsible for approval of Section 3 and other resident hiring initiative on NYCHA contracts including contracts for the operation and enhancement of community facilities such as community centers and playground/outdoor spaces.
3. Participate in NYCHA scoring and review committees including RAD/PACT and other Real Estate Development projects as it relates to NYCHA resident outreach and engagement, recruitment, employment and training opportunities. Support staff assigned to scoring committees.
4. Lead coordination of large-scale resident employment recruitment activities hosted in NYCHA community centers and other community spaces. This includes communication and planning with REES colleagues, and partner NYCHA departments or city agencies, establishing metrics to track progress and documenting successful outcomes.
5. Support Recruitment Coordinators in engaging NYCHA residents, Resident Associations and other key stakeholders to effectively communicate HUD Section 3 regulation. Support staff leading resident employment recruitment activities ensuring that outcomes are met in a timely manner. Plan, coordinate, and oversee community-centered activities and events including resource fairs, hiring halls, recruitment events, career expos, family days, and other resident-focused programming conducted at NYCHA community facilities.
6. Support the Assistant Director, Job Generation to ensure that staff abide by established work protocols, including file management. Ensure staff utilize database systems daily for accurate and up-to-date outcomes tracking. Generate and analyze reports on vendor and resident referral activities. Onboard and train new staff on unit protocols.
7. Lead team meetings to highlight successes, address issues, and resolve gaps in services using data. Conduct weekly check-in supervision with each staff member.
8. Provide post-training placement support to NYCHA YouthBuild and other NYCHA workforce development initiatives operated within NYCHA community centers and community-based facilities.
9. Oversee and support the Summer Youth Employment Program (SYEP) NYCHA special initiatives in collaboration with DYCD operating within NYCHA developments and community facilities.
10. Represent NYCHA and REES on City-wide committees, interagency task forces, community advisory groups, and external stakeholder meetings concerning resident engagement, workforce development, community programming, and neighborhood revitalization.
NOTE: The Department of Citywide Administrative Services (DCAS) administered a civil service exam for the Associate Benefits Opportunity Specialist title on 06/17/26. Qualifications
1. A four-year high school diploma or its educational equivalent, and three years of full-time satisfactory experience working directly in social/human services or a related setting, providing either:
a) client services.
b) employment planning/counseling services which involves job development, skills assessment, and employment placement or other economic opportunity programming.
2. A baccalaureate degree from an accredited college; plus eighteen months of full-time satisfactory experience working as a Benefits Opportunity Specialist; or
3. A baccalaureate degree from an accredited college; plus eighteen months of full-time satisfactory experience as described in one (1) above.
4. College credit from an accredited college may be substituted for this experience on the basis of 60 semester credits for 9 months of the work experience described above. However, all candidates must have at least 18 months of full-time satisfactory experience working as a Benefits Opportunity Specialist or performing social/human services work as described in one (1) above.
