Job Description
The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed at moving the city towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers, and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts.
The New York City Department of Correction Information Technology Unit is seeking a candidate to serve as a Director of Change Management and Training We are seeking a Director of Change Management & Training to lead enterprise-wide adoption of new technologies, processes, and ways of working. This role sits at the intersection of strategy, delivery, and people driving successful transitions across global, cross-functional teams while building the training infrastructure that ensures long-term adoption.
The ideal candidate will have a strong background in technology leadership, innovation strategy, and team management while performing the below in the key areas mentioned:
1. Change Strategy & Leadership
- Develop and execute enterprise change management strategy for major technology and process
transformations (Agile adoption, platform migrations, new tool rollouts).
- Partner with senior leadership to align change initiatives with business goals and organizational
priorities.
- Identify change impacts, risks, and readiness gaps across affected teams, and build mitigation plans.
2. Training and Enablement
- Design and deliver training programs, onboarding curricula, and enablement materials for new systems,
platforms, and methodologies.
- Build scalable training frameworks (train-the-trainer models, self-service resources, live workshops) to
support adoption across distributed, global teams.
- Measure training effectiveness and adjust programs based on adoption metrics and stakeholder
feedback.
3. Thought Leadership & Stakeholder Engagement
- Author POV documents, case studies, and evaluation frameworks on emerging tools and
methodologies to guide leadership decision-making.
- Deliver executive-level presentations and demos to build buy-in for new initiatives.
- Serve as a trusted advisor to business and technical stakeholders on change readiness and technology
adoption strategy.
4. Governance & Continuous Improvement
- Establish governance frameworks, compliance processes, and quality controls to support successful
change rollouts.
- Drive continuous improvement of change management and training practices based on lessons learned
across initiatives.
Preferred Skills:
- Experience with emerging technology adoption (AI, automation, cloud platforms).
- Familiarity with project management, Training and collaboration tools (JIRA, Azure DevOps, Learning
Management Systems, MS Project, Asana, Monday.com).
- Experience managing budgets and resource allocation across multidisciplinary teams.
- Background in regulated or government/enterprise environments a plus.
- Demonstrated ability to build partnerships and drive cross-functional collaboration.
- Experience managing budgets, resources, and a multidisciplinary team.
- Expert in design thinking and agile methodologies.
- A track record of successful technology ideation and implementation projects.

Qualifications
1. A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
2. An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
3. A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
4. Education and/or experience which is equivalent to "1", "2", or "3" above.
