The Agency You’ll Join:
In November 2022, New York City voters overwhelmingly approved three ballot proposals that put racial equity and justice at the heart of city government, including the NYC Commission on Racial Equity (NYC CORE).
The first of its kind in the nation, the NYC Commission on Racial Equity is an independent 15-member commission responsible for engaging diverse communities to guide and assess the City’s racial equity planning process. NYC CORE provides accountability for New Yorkers, regularly evaluating the City’s progress on its racial requirements and goals. Composed of diverse New Yorkers with equity expertise and/or relevant lived experience, the agency serves as a conduit for the integration of historically excluded communities and voices into government decision-making.

The Team You’ll Work With:
The Legal Division at CORE seeks an experienced attorney to serve as Assistant General Counsel. The Division ensures that the Commission operates in compliance with new City Charter provisions on racial equity planning and programming as well as other relevant statutory mandates. It also provides legal and strategic guidance to Commission and staff members on a broad range of matters, including policy, planning, litigation, legislation, compliance, ethics, and transparency.

The Problems You’ll Solve
Under the immediate supervision of the General Counsel, with some latitude for the exercise of independent initiative and decision, you will assist the General Counsel as legal advisor to the Commission and perform assigned legal work on behalf of the Legal Division.

RESPONSIBILITIES
Advise on the agency’s compliance portfolio, including Equal Employment Opportunity (EEO), Freedom of Information Law (FOIL), and Privacy functions

Provide direct legal support to the General Counsel across a broad range of matters including employment law, procurement, labor relations, and general agency operations.

Serve as Records Access Officer and maintain responsibility for timely processing and responding to all requests submitted pursuant to the Freedom of Information Law

Work with Senior Compliance Associate on records retention matters

Conduct legal research and prepare written analyses, advisories, and recommendations on complex legal and regulatory matters.

Assist the General Counsel on labor relations matters, procurement oversight, and other legal and operational priorities as assigned.

Work with Senior Compliance Associate to develop, implement, and deliver agency-wide compliance training programs, policies, and procedures.

Embeds DEI, anti-racism, and community-centered research principles, practices, and tools into all aspects of the work.

Create an effective and collaborative work environment that supports innovation and excellence while centering community voice.

About You
Strong commitment to advancing racial equity through legal and structural reform.

Demonstrated experience providing legal counsel to senior leaders, preferably in city government.

Demonstrated experience finding the appropriate balance between minimizing legal risk and maximizing institutional effectiveness.

Familiarity with local and state administrative laws are a strong plus, particularly in government structure, ethics, freedom of information, procurement, civil service, budgeting, record retention, state and federal preemption, and administrative law generally.

Background of living in, working within, or growing up as a member of communities facing historical oppression will contribute to your ability to guide the planning process.

Demonstrated commitment, competency and strong familiarity with issues affecting Black, Indigenous, Latinx, Asian, Middle Eastern, or Pacific Islander communities in New York City, or other marginalized groups.

Excellent analytical ability and practical judgment.

Capacity to manage a large portfolio of work while balancing many simultaneous priorities in a fast-paced environment.

Qualifications

1. Admission to the New York State Bar; and either "2" or "3" below.
2. One year of satisfactory United States legal experience subsequent to admission to any state bar; or
3. Six months of satisfactory service as an Agency Attorney Interne (30086).
Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
In addition to meeting the minimum Qualification Requirements:
To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.
