The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provide subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

The Division of Child and Family Well-Being (CFWB) works to ensure families and children have the critical supports they need to thrive and exercise self-determination. CFWB leverages concrete resources, stakeholder relationships, and community and family strengths to drive toward greater equity and social justice, reduce disparities and disproportionality - including in the child welfare system -, and create conditions that foster well-being for families and children across New York City. Our work includes the provision of childcare assistance; support for caregivers and child-serving professionals to prevent child injury; and investment in community-based approaches.

The Office of Strategy, Research, and Provider Partnership (SRPP) leads CFWB efforts to strengthen services for children, youth, and families by aligning strategic priorities with data-driven practices. The Office also partners with contracted community-based organizations citywide to implement programs, including Family Enrichment Centers and PromiseNYC Programs. Through this work, the Office helps CFWB build a system that is innovative, responsive, and grounded in evidence. The Office is comprised of four specialized teams: Family Enrichment Centers Program Management (FEC PM), the FEC Program Sustainability and Improvement (PSI) team, the Child Care Data Management and Systems (DMS), and the Strategy and Research (SR) team.

Reporting to the Director of the Strategy and Research team, the Advisor’s responsibilities will include, but will not be limited to, the following:

- Work with the Director to design and implement research and strategy frameworks, including equity-centered co-design processes, to inform CFWB processes, programs, and policies

- Update and maintain strategic planning processes and materials for the Strategy and Research team to effectively provide structured support to CFWB teams

- Manage the day-to-day workflows of 4 to 6 multi-stakeholder projects at a time, in alignment with a culture of psychological safety, trust, and values of equity, growth, and innovation. Projects may range from developing data management tools for division offices, creating resources to maintain standard operating procedures, and supporting management of contracted programs, including regular communication with stakeholders and oversight of databases and reporting dashboards

- Conduct timely and consistent communication with project stakeholders to ensure alignment in project progress, roles and responsibilities, timelines, and shared understanding of project goals

- Develop and facilitate use of management tools to support CFWB teams, including work plans, Gannt charts, standard operating procedures, surveys, data trackers, and implementation tools

- Conduct literature reviews and use quantitative and qualitative methods to collect information/data that inform CFWB strategies, policies, and approaches

- Translate information collected from diverse sources into insights that inform the development of journey maps, program or product requirements, implementation plans, or memos

- Build strong knowledge in Federal, State, City, and agency legislation, regulations, and policies that shape the environment of CFWB’s work, City/ACS procurement/contracting, government finance and budgeting, and human service delivery environment

- Guide multi-stakeholder teams through equity-centered strategic project management, research, and/or co-design processes to creatively solve challenges in complex systems that support children and families in NYC

- Plan and facilitate effective written and oral communication with internal and external stakeholders regarding the Strategy and Research team’s portfolio of work

CITY RESEARCH SCIENTIST - 21744

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
