Job Description
The New York City Comptroller’s Office works to promote the financial health, integrity, and effectiveness of New York City government, in order to strengthen trust, secure a thriving future for all New Yorkers, and build a more just, equitable, and resilient city. Led by an independently elected citywide official, the comptroller’s office provides checks and balances needed to hold City government accountable for budgeting wisely, investing responsibly, operating efficiently, acting fairly, living up to its obligations and promises, and paying attention to the long-term challenges we face together.
The Bureau of Labor Law sets and enforces the prevailing and living wage, and benefit rates for workers, laborers, and mechanics employed on New York City Public Work projects as well as building service employees on City contracts and certain properties that receive tax exemptions, in accordance with its mandate under state law. The goal of the Worker’s Rights Bureau is to build upon the work that the BLL already does to combat wage theft to expand worker’s rights and enforcement through legislation, policy, procurement, and corporate shareholder engagement initiatives, while strengthening the office’s outreach strategies to educate New Yorkers on their labor rights.
We are seeking a candidate who will oversee the Comptroller's legislative and policy priorities related to labor. This position will manage external engagement for the Bureau of Labor law, including coalition work, community engagement, and public-facing events. This position reports to the Assistant Comptroller for Labor Law.
Responsibilities include, but are not limited to, the following:
- Liaise with labor unions, community-based organizations, worker centers and other key stakeholders on behalf of the Comptroller on labor issues;
- Supervise staff responsible for educating New Yorkers of their rights under New York City prevailing wage laws and other wage standards enforced by the Comptroller;
- Partner with the Policy and Public Affairs bureaus to coordinate legislative and community priorities related to labor;
- Lead Comptroller’s legislative and policy priorities regarding the enforcement of workplace laws and regulations, including tracking state, federal, and local labor developments, drafting comments to proposed legislation, and testifying at City Hall as needed;
- Work with the Assistant Comptroller for Labor Law to develop and execute agency priorities and programs on behalf of working New Yorkers;
- Lead planning for special events such as the Comptroller's Prevailing Wage Council and Workers' Rights Convenings; and
- Perform other related assignments and/or special projects as may be required.
