Job Description
The NYC Financial Information Services Agency-Office of Payroll Administration (FISA-OPA) Human Resources Division seeks to hire a Timekeeper with superior analytical, problem solving and creative thinking abilities. The Timekeeper will be responsible to:
- Monitor employee time and leave events and leave balances to ensure compliance with Citywide time and leave rules and regulations;
- Review employee submitted time and leave documentation; process and approve time and leave events; ensure weekly compliance regarding timesheet submissions for all employees;
- Analyze rules, regulations and policies; retrieve and review information from the Payroll Management System (PMS), CityTime, RMDS and CHRMS;
- Verify, correct, update and maintain timekeeping files and records for employees;
- Conduct audits using PMS and CityTime and process adjustments when required;
- Work with program areas to ensure employee compliance with absence control policies;
- Process Online Event Entry (OEE) events onto employee timesheets, when required;
- Respond to and resolve employees' time and leave questions in a professional, timely and accurate manner;
- Process Timekeeping Supplemental transactions in CityTime to request supplemental paychecks for employees and former employees;
- Update and maintain employee schedules, assignments, profiles, approver trees, organization trees, etc. in CityTime;
- Process DP-2001’s and Manual Leave Adjustments (MLA’s) to accrue and de-accrue leave balances in CityTime;
- Log Remedy and/or Call Center tickets to resolve Timekeeping issues; communicate resolutions as required;
- Review, prepare and distribute employee leave year end statements and carry over letter requests;
- Enroll new employees into the automated Timekeeping system, CityTime, and Data Collection Devices (DCD’s);
- Work collaboratively with the Payroll and Personnel areas to implement solutions to day-to-day issues and project activities and;
- Complete special projects as assigned.
Preferred Skills
- Excellent written and verbal communication skills
- Expertise in Citywide time and leave rules, policies and procedures
- Excellent math skills involving addition, subtraction and/or arithmetic calculation of fractions and decimals
- Excellent analytical skills and the ability to interpret and apply policies as required
- Proficiency in CityTime, Payroll Management System (PMS), City Human Resource Management System (CHRMS), Reports Management Distribution System (RMDS)
- Proficiency in Microsoft Word and Excel
- Must be a current City employee who is permanent in the Principal Administrative Associate title or a comparable title.

Qualifications
1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
