Job Description

The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.

Information Technology Services (ITS) is DSS’s technology services organization. ITS mission is to support the daily, emergent, and long-term needs of both agencies. ITS creates and enhances the technology infrastructure and computer applications that support HRA and DHS and develops applications, including a variety of client eligibility and recertification systems, case management systems, housing systems, employment/work engagement services, revenue producing computer matches, claiming systems, and personnel systems.

Information Technology Services (ITS) is recruiting for one (1) Senior IT Architect, to function as Solution Architect, who will:

- Collaborate with M&O staff on the design and development of complex code modules and Proof of Concepts (POCs) for new design approaches to the portal and mobile applications.

- Provide oversight on overall functional and technical aspects of the COTS (Commercial Off-the-Shelf) extension standards.

- Ensure product impacts on the AHRA system are understood during design sessions.

- Lead fit/gap analysis, translating functional designs to detailed technical design for large-scale applications. The Solution Architect will interact with wider technical teams across DSS and OTI to clear system designs.

- Verify all integration points are agreed upon, documented, and aligned with the City’s technical architecture; assist in delivering non-functional requirements and supporting developers in creating secure, efficient, and compliant designs; integrating ACCESS HRA web and Mobility solutions suite with legacy or COTS applications.

- Spearhead Security Accreditation efforts for the ACCESS HRA solutions suite, ensure production releases strictly adhere to DSS/OTI security policies and standards.

- Conduct security scans (Veracode), fixing vulnerabilities, and utilizing data analytics tools like ELK.

- Provide oversight and support the App Store Review and approval process for iOS and Android releases, implement defect fixes, enhancements, and configurations for building/deploying online portals and mobile application artifacts and support ongoing AHRA testing across various environments and workstreams.

- Ensure the creation and maintenance of project technical documentation; work with teams to upgrade the AHRA solutions stack, leveraging functionality available in the latest versions of COTS products.

Qualifications

1. A baccalaureate degree from an accredited college in computer science, information systems, engineering, mathematics or related field and six years of satisfactory full-time experience related to enterprise architecture, solutions architecture, network architecture and/or IT infrastructure systems; or

2. A baccalaureate degree from an accredited college and ten years of satisfactory full-time experience related to enterprise architecture, solutions architecture, network architecture and/or IT infrastructure systems; or

3. Education and/or experience which is equivalent to "1" or "2" above.
