Today, NYCHA is at the center of one of the most consequential housing transformations in the country. Under Mayor Mamdani’s leadership and in strong coordination with the federal government, the Authority is pursuing an all-hands-on-deck strategy to stabilize, preserve, and modernize public housing that delivers real, visible improvements for residents while ensuring long-term sustainability.

The Office of the Chief Executive Officer (OCEO) drives the Authority’s overall strategy, performance, and execution. The team is responsible for ensuring that NYCHA’s priorities translate into results, aligning leadership, tracking progress, and intervening to remove barriers that impede delivering to the residents we serve.

Under the direction of the Chief of Staff, the Deputy Director for Strategic Operations will aid in the supervision of the operations of the New York City Housing Authority, which includes assisting the Chief of Staff (COS), Chief Executive Officer (CEO), and Deputy Chief of Staff (DCOS) in the planning and execution of all of the Authority’s strategic priorities, as well as assisting with management and oversight of NYCHA’s major initiatives.

About the Deputy for Strategic Operations Role:

The Deputy Director for Strategic Operations will play a central role in ensuring that the CEO’s priorities are executed across NYCHA’s senior leadership team. Reporting to the Chief of Staff and working closely with the Deputy Chief of Staff, this role operates as a force multiplier for the executive office by translating strategy into action, driving accountability, and ensuring follow-through at every level of the organization.

The broad scope of the Office of the CEO’s functions requires that candidates for the Deputy Director for Strategic Operations role combine a strategic mindset with the ability to quickly develop significant subject matter understanding in order to ensure that execution is top of mind. Candidates should have a strong process and analytical toolkit and the ability to drive cross-functional and cross-departmental coordination. Ideal candidates will also bring familiarity with NYC government, housing policy, housing operations, stakeholder engagement, capital projects, public sector project delivery, initiative execution, and/or data-driven decision making along with an ability to build consensus within complex organizations.

Key Responsibilities:

Driving Execution & Accountability

- Support the Chief of Staff and Deputy Chief of Staff in advancing CEO priorities across departments.
- Track progress against key initiatives, ensuring clear ownership, timelines, and outcomes.
- Follow up directly with senior leaders and their teams to ensure commitments are met and obstacles are addressed.
- Identify risks to delivery early and escalate strategically with proposed solutions.

Executive Office Coordination

- Prepare briefing materials, memos, and decision support for the CEO and executive team.
- Synthesize complex information into clear, actionable insights.
- Coordinate across teams to ensure alignment ahead of key meetings, announcements, and milestones.

Problem Solving & Special Projects

- Diagnose operational or organizational challenges and support rapid response efforts.
- Lead or support cross-functional projects that require coordination across multiple departments.
- Execute high-priority assignments requiring urgency, discretion, and precision.

Leadership Engagement

- Serve as a key point of contact between the executive office and senior leadership teams.
- Reinforce expectations for performance, communication, and follow-through.
- Help maintain a “no surprises” operating environment by ensuring issues are surfaced early and clearly.

Operational Support

- Support the day-to-day functioning of the executive office, including meeting preparation, tracking systems, and internal communications.
- Create the CEO’s daily briefing binder in conjunction with all senior leaders and the office of the CEO.
- Contribute to building and maintaining strong internal processes that enable effective executive decision-making.

Qualifications

- 5+ years of experience in government, housing, consulting, operations, or a related field.
- Exceptional project management and organizational skills.
- Experience supporting data-driven decision making.
- Background working in or with complex organizations, preferably in the public sector.
- Demonstrated ability to manage multiple priorities in a fast-paced environment.
- Familiarity with NYC government, housing, or public sector operations is a plus.
- Bachelor's degree required, Master’s degree preferred.
