Job Description

The New York City Department of Sanitation (DSNY) keeps New York City healthy, safe, and clean by collecting, recycling, and disposing of waste, cleaning City streets and vacant lots, and clearing snow and ice. DSNY is the nation’s largest municipal sanitation agency, with nearly 10,000 employees, 59 district garages, and a fleet of more than 5,000 trucks, cars and other types of equipment.

DSNY is seeking an experienced and talented candidate to join the Export Contract Management Unit. The Accountant will join a team currently performing duties in auditing vendor invoices and billing records. With great attention to detail, the ideal candidate will assist with reviewing and evaluating quantity and quality of work performed in the unit as set forth by Generally Accepted Accounting Principles (GAAP), Generally Accepted Government Accounting Principles (GAGAP), Generally Accepted Government Auditing Standards (GAGAS), Procurement Policy Board Rules on payments and revenues, and Comptroller’s Office Directives’ Compliance on internal controls.

Responsibilities will include, but are not limited to:

- Reviewing and auditing tracking and vendor daily reports
- Reviewing, auditing and certifying vendor invoices
- Prepare complex budgets, estimates and authorizations
- Examine, analyze, reconcile and adjust reports and correspondence affecting vendor accounts
- Review and audit documents, claims, invoices and billing statements for vendor contracts
- Prepare fiscal reports and projections for the unit
- Interpret complex contracts for auditing purposes
- Assist in audit preparations
- Serve as a liaison with other DSNY departments and borough offices
- Utilize agency computer systems and Financial Management System (FMS)
- Assist in supervising bookkeeping staff, reviewing and evaluating their work

Qualifications

1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), including or supplemented by 24 semester credits in accounting, including one course each in advanced accounting and auditing; or
2. A valid New York State Certified Public Accountant license.
To be eligible for placement in Assignment Level II individuals must have, in addition to meeting the minimum requirements, at least one year of experience as an Accountant - Assignment Level I or at least two years of satisfactory full-time professional accounting or auditing experience.
