The Port of San Francisco is an enterprise agency of the City and County of San Francisco and is governed by a Commission of five members appointed by the Mayor. The Port Commission is responsible for overseeing a broad range of waterfront commercial, maritime, and public access facilities that are held in public trust for the people of California. The Port’s jurisdiction covers approximately 7.5 miles of waterfront land from Pier 98, near Hunter’s Point in the southern part of San Francisco, to Fisherman’s Wharf in the northern part of the City.

The Port’s diverse business portfolio includes over 550 ground, commercial, retail, office, industrial and maritime industrial leases including cargo shipping, layberthing, excursion boats, ferry boats, fishing and fish processing/distribution, tourism, filming, harbor services, and cruise operations. With some of the most flexible cargo handling facilities on the West Coast, as well as naturally deep water, the Port can handle various types of cargo such as, dry-bulk, neo-bulk, roll-on/roll-off, and project cargoes.

The Port of San Francisco has many internationally recognized landmarks such as Fisherman’s Wharf, Pier 39, the Exploratorium, the Ferry Building and Oracle Park, home of the San Francisco Giants baseball team. Job Description

Under general administrative direction, the Maritime Operations Manager is responsible for supporting the Port’s maritime business including formulating and administering of the operational strategies for Port facilities servicing maritime industries which include cargo, cruise, ferries, water taxis, harbor services, recreational and excursion boats. 

This position plans and directs the activities of wharfingers; ensures that Port tariff requirements and marine terminal lease terms are enforced and that the maritime assets of the Port are inspected, maintained and restored; ensures effective liaison between the Port's marine tenants and the services of the Port; identifies and assigns tenants and vessels to properties within the Port’s maritime facilities, effects proper billing for those accounts; and monitors and maintains the budget for area of responsibility; and coordinates dredging requirements and capital projects.  The essential duties of the Maritime Operations Manager include the following:         

  • Manage maritime facilities to include cruise and cargo terminals, commercial fishing harbor, ship repair yard, ferry landings, harbor, and emergency operations. 
  • Establish and maintain effective working relationships with current and potential customers, vendors, and Port staff. 
  • Work closely with Maintenance Superintendents, Environmental Staff, and Deputy Directors to ensure Port facilities are maintained to industry standards; and coordinates facility maintenance repairs through regular meetings with port tenants, shipping, excursion, ferry companies and Port maintenance to ensure safe and well-maintained facilities.  
  • Supervise, assign work and evaluate performance of wharfingers; and  administer basic maritime training relative to harbor management, underwater boat recover, spill and emergency response. 
  • Maintain safe operations of Port maritime berths by users, and ensure compliance with the Port tariff, federal, state and local laws and regulations. 
  • Meet with and maintain regular contact with both current and prospective maritime customers in order to receive feedback on Port facilities and processes. 
  • Support the Assistant Deputy Director on projects as needed, and participate in planning of capital improvement projects related to maritime property, dredging, and the maintenance and modification of facilities. 
  • Establish and maintain effective working relationships with San Francisco Bar Pilots, U.S. Coast Guard, U.S. Customs and Border Protection as well as operations personnel from Port tenants.  
  • Implement the day-to-day operations of the Maritime Division and facilitate good working relationships between interdivisional Port employees.

 

  • Maintain current and identify new key strategic locations for small ferry and water taxi.

 

 

Qualifications

Possession of a baccalaureate degree from an accredited college or university; AND

Five  (5) years management experience at a port, terminal operating company, or marine transportation organization, including three (3) years supervisory experience; AND

Possession of a valid California driver’s license (to be presented at time of appointment).   Insurability under the Port’s automobile liability insurance must be maintained throughout employment.

 

Substitution

Additional qualifying experience as described above may be substituted for the education requirement on a year for year basis (one year of work experience is equal to 30 semester or 45 quarter units).  Possession of a Master’s degree from an accredited college or university may substitute for one (1) year of the required experience.

 

Conditions of Employment
Candidates for employment with the San Francisco Port Commission whose job duties require unescorted Maritime Transportation System (MTS) access will be required upon appointment to undergo a terrorist threat assessment including FBI fingerprints and immigration check in order to determine eligibility for security clearance. Per Civil Service Commission Rule 110.9.1, every applicant for an examination must possess and maintain the qualification required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Port Commission.


TWIC Card
This position requires that the incumbent be qualified for unescorted access to the Port’s Maritime Transportation System (MTS). An application for a TWIC card may be submitted after employment has commenced. Employment in this position requires that the incumbent undergo a criminal history check, immigration check and terrorist threat assessment, including FBI fingerprints, in order to determine eligibility for security clearance. The incumbent must submit an application for, successfully acquire and maintain a TWIC card. Per Civil Service Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the announcement for this examination. Failure to acquire or maintain a TWIC card, a requirement for this position, may be the basis for termination from employment with the Port Commission. Note: TWIC requirements and procedures are located in the U.S. Code of Federal Regulations, 49 U.S.C. 114, 40113, and 49 U.S.C. 5103a.

Eligible List duration resulting from this examination process will be twelve (12) months.

Salary range: $133,770 to $170,742 annually
