What We Do
San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing (HSH), founded in 2016, is a national leader in the movement to end homelessness by developing a coordinated, equity-driven, client-focused system of compassionate services while piloting innovative models, and implementing best practice solutions with measurable results. HSH’s Homelessness Response System (HRS) oversees and implements a system of care that serves 14,000 people daily. Major programs include: street outreach and service connection through the Homeless Outreach Team (SFHOT); 3,000-bed shelter system for adults and families including shelters for members of the LGBT community and survivors of domestic violence; Navigation Centers that provide temporary shelter to chronically homeless individuals using a low-barrier entry model; rapid rehousing rental subsidies for families, adults, seniors and transitional aged youth; the Problem Solving/Diversional programs including the Homeward Bound program which has helped 11,000 individuals return to stable housing in their city of origin; and robust supportive housing programs over 8,000 units which provide permanent housing and services to formerly homeless individuals and families.

Job Description

Appointment Type: This recruitment will result in a Temporary Provisional (TPV) appointment.  This is not a permanent appointment. A provisional appointee must participate and be successful in a Civil Service examination for this classification and be selected through an open competitive process in order to be considered for permanent appointment. Provisional appointments may not exceed three (3) years.

Job Description:
Under the supervision of the Permanent Supportive Housing Services Manager (0923 Manager II), the Senior Behavioral Health Clinician provides clinical and support services leadership overseeing a clinical multidisciplinary team in residential settings serving high risk formerly homeless, mentally ill, and/or substance abusing clients.  The incumbent will provide intensive clinical support and consultation on crisis intervention, harm reduction, and 5150 services, referrals to appropriate outpatient services, and perform more difficult clinical case work.
The position includes the following responsibilities:

  • Supervises other licensed and non-licensed clinical staff (e.g., Behavioral Health Clinician, caseworkers).
  • Functions as a team leader and member of a clinical multidisciplinary team.
  • Provides supervision and charting audit for clinical staff; provides consultation and direction on difficult mental health cases and may have to handles the more difficult client assignments.
  • Performs work that requires considerable technical knowledge and independent judgment.
  • Maintains current knowledge of mental health topics and issues and recommends improved practices and procedures.
  • Manages program planning and development and assist in the development of policies and procedures.
  • Acts as liaison to community agencies and interfaces with private and public health programs and services (e.g., DISH, St. Francis, DPH, etc.).
  • Collaborates with Delivering Innovation in Supportive Housing (DISH) on joint projects. 
  • Attends administrative meetings and leads informational case presentations.
  • Attends case conferences to review client cases and resolve difficult therapeutic problems; participates and conducts staff training.
  • Leads quality assurance and peer review functions.
  • Participates in hiring selection process.
  • Organizes and administers specific functions of the program.
  • Performs other related duties as required.

Qualifications

Experience:
Two (2) years of verifiable experience as a Licensed Marriage and Family Therapist (LMFT), Licensed Clinical Social Worker (LCSW), or Licensed Professional Clinical Counselor (LPCC).

License and Certification:
Possession of a valid license as a Licensed Clinical Social Worker (LCSW), issued by the California Board of Behavioral Sciences (BBS); OR
Possession of a valid license as a Licensed Marriage and Family Therapist (LMFT), issued by the California Board of Behavioral Sciences (BBS); OR
Possession of a valid license as a Licensed Professional Clinical Counselor (LPCC), issued by the California Board of Behavioral Sciences (BBS).

Desirable Qualifications:

  • Three (3) or more years of verifiable experience working with people with mental illness in a residential setting or inpatient program. 
  •  Experience providing clinical supervision.
  • Three (3) or more years of experience working with chronically homeless people in a community setting.
  • Possession of a valid Licensed Clinical Social Worker (LCSW) license issued by the California Board of Behavioral Science (BBS).
  • Working knowledge of SF City and County Departments, agencies, programs, criminal justice system, veteran services, and homeless services.
  • Demonstrated work experience with people with substance abuse problems.
  • Experience working in a harm reduction model.
  • Ability to work independently.
  • Experience as a service provider with a multidisciplinary health care team in a health care agency.
  • Analytical ability and skills to handle and solve complex organizational and clinical issues and problems.

Additional Information

Salary Range: $99,840 - $121,316
