Job Description

Under supervision, the Junior Administrative Analysis assists with and performs professional level work in analyzing operations of City departments and agencies as they relate to the formulation and execution of the annual budget, grants, legislative/administrative policy, financial/fiscal policy and/or contract administration.

 According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.

The essential functions of this position include, but are not limited to: 

1. Assisting administrative analyst and senior administrative analyst in compiling and analyzing information/data from several large and complex data systems/sets/warehouses; which support the metrics based management of ESSS programs and their service centers/call centers.

2. Assisting in the preparation of a variety of routine and adhoc management reports: assisting in compiling and evaluating information, gathering logical supporting documentation, making first drafts reports and documentation for evaluation by administrative and/or management staff; and may be called upon to assist in presenting reports, including formal presentations to groups.

3. Applying analytical standards and methodology set by the administrative analyst, unit manager, departmental personnel and other individuals/experts. 

5. Assisting with the reviews of routine reports and identifies anomalies or trends and monitors to assure that data flows are correct and intact. 

6. Utilizing data visualization templates and business intelligence dashboards developed by the unit for reports, analyses and presentations.

 7.  Assisting in the analysis and development of administrative, management, program and organizational policies and procedures: consulting with the administrative analyst, the senior administrative analyst, and unit management to determine parameters for analysis.

8. Performing data clean-up, reconfiguration, and validation projects as directed by the unit supervisor.

9. Maintaining, updating and assisting with auditing specialized data tables.

10. Maintaining outward facing libraries of dashboards and reports produced by the unit.

11. Assisting the senior administrative analyst in updating the unit’s page on the agency internal website.

12. Providing back up support for the administrative analysts.

Qualifications

Minimum Qualifications

1. Possession of a baccalaureate degree from an accredited college or university;

AND

One (1) year of professional experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration;

OR

2. Possession of a baccalaureate degree from an accredited college or university in accounting, finance, public or business administration, economics, urban studies, public policy or a related field

Substitution

May substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2,000 hours) of additional qualifying experience will be considered equivalent to 30 semester/45 quarter units.
