Job Description
Project Name: Power and Water GIS Layer Project
Position Description:
The San Francisco Public Utilities Commission (SFPUC) is seeking an experienced, outgoing, and motivated business analyst to provide functional and technical support for Hetch Hetchy Water and Power (HHWP) GIS. Under general direction of the HHWP Chief Surveyor, the Analyst will be responsible for maintaining and analyzing data using ESRI software. The candidate should be well versed in the ArcGIS suite of software and have some experience in python or a similar language. This role will be responsible for creating and maintaining GIS datasets using ESRI software.
Essential Functions:
- Maintain and keep current HHWP GIS base data, incorporating information from various sources.
- Maintain underground service alert data, service areas, and work with crafts to field mark, manage tickets via USA North WebTMS interface.
- Ensure GIS support for current mission critical programs such as Power Transmission / Distribution, Pipeline, underground service alert (USA), emergency response, asset management, right of way, monitoring, roads / bridges.
- Reconcile GIS asset data with other information systems such as Maximo.
- Help develop GIS policies and procedures, and train end users.
- Process LIDAR data to create DEM’s, extract planimetric data, and update GIS features.
- Create UAV procedures to safely operate within PUC controlled areas.
- Process UAV data and work with staff to produce requested deliverables.
- Perform GIS analysis and create GIS products using ESRI based software.
- Incorporate data in a variety of data formats including DWG, KML, and ESRI Geodatabases to develop products for use on multiple platforms including ArcGIS Online, Portal for ArcGIS, ArcGIS Server, and Google Earth.
- Create scripts/models to automate the process of converting data layers to and from ESRI geodatabase format.
- Provide GIS support for projects when needed. This includes creating maps, providing statistical summaries, and responding to data requests.
- Class 1052 IS Business Analyst performs other related duties as required.

- 1 Moccasin Trail, Moccasin, California 95347
Nature of Work:
Full-time, usually Monday through Friday, 7:00 am to 3:30 pm. However, this position will require applicant to be available to work weekends and holidays whenever necessary.
Qualifications

Education:
An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].
Experience:
One (1) year in the information systems field, including technical support, content management, administration of network applications or system analysis.
Substitution:
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.
Desirable Qualifications:
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
- Possession of an Associate’s degree from an accredited college or university in GIS, Geography, Earth Science, Natural Resources, Engineering, Computer Science or a related with major coursework in geographic information systems
- Extensive experience with ArcGIS suite of tools including ArcGIS Desktop and extensions, ArcGIS pro, ArcCatalog, ArcSDE / ArcGIS Server and ArcGIS Online.
- Experience working with GIS for a water and/or power utility.
- Piloting and using Drones for collecting GIS data and inspections.
