Job Description
Under general supervision, the Gender-based Violence Prevention Program Manager at the Mayor’s Office of Housing, Community Development Division performs difficult and complex program planning and implementation work in the areas of community development, capacity building and grant management.
The Program Manager will be responsible for implementation and oversight of the Divison’s new Gender-based Violence (GBV) Prevention and Intervention portfolio that provides a holistic approach to addressing the diverse needs of adults and youth who are victims or survivors of domestic violence, human trafficking, and sexual assault through the following priority programs: Advocacy and Education, Crisis Lines, Emergency Shelter, Legal Services and Transitional Housing.
The Program Manager will be responsible for managing the Division’s GBV portfolio in partnership with community-based partners and will include (but not be limited to) the following priorities: oversight of the GBV nonprofit grant portfolio; implementing portfolio’s initiatives and strategies to best support impacted residents; assisting with drafting departmental policies and in this areas; overseeing the GBV procurement process from program writing to evaluating proposals; effectively communicating and convening with grantees in order to support program development and implementation; drafting scopes of work with targeted outcomes that align with initiative priorities; regularly managing the collection and analysis of data to evaluate performance and impact; representing MOHCD at inter-departmental and citywide meetings; assisting with presentations as appropriate to the Board of Supervisors and other public bodies; working in cohesion with MOHCD program, fiscal, contract and data staff to best implement programming; and leading a collaborative approach with multiple partners and stakeholders to collectively address the needs of victims or survivors of gender-based violence.
Essential functions for the Gender-based Violence Prevention Program Manager include: Supervising one full-time staff member; coordinating the development of the GBV portfolio; coordinating the implementation of programmatic priorities in unison with other city departments and city initiatives; providing technical assistance and capacity building to community based organizations; reviewing, presenting, and discussing program operations or policy issues; developing and making recommendations regarding the annual grant work plans (including performance measures) and operating budgets; regularly reviewing, monitoring and approving data entry and invoices; perform program monitoring and evaluating the effectiveness and impact of programs and funded projects with multiple funding streams; developing and implementing procedures to assure compliance with applicable laws and regulations; spearhead program- related meetings with community-based organizations, City departments and officials, and other key-stakeholders; preparing, reviewing and executing contracts and other necessary documents. The Senior Community Development Specialist II at the Mayor’s Office of Housing will also perform related duties as required and assigned.
This position will report directly to the Director of Community Services. This position will supervise one team member, a 9774 Senior Community Development Specialist in the Gender-based Violence Prevention and Invention unit.
Qualifications
1. Possession of a baccalaureate degree from an accredited college or university AND four (4) years administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR
2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND three (3) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work or criminal justice; OR
3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR
4. Possession of a Ph.D. or Juris Doctor degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.
SUBSTITUTION:
Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.
DESIRABLE QUALIFICATIONS:
- Experience in project management, including working effectively with different governmental agencies and community organizations.
- Experience in analyzing, developing and implementing policies and procedures
- Experience in the fields of community development and community building, with a specific emphasis on gender-based violence prevention and intervention
- Experience in program development and implementation
- Experience in long-range strategic planning and performance measures that clearly evaluate impact
- Knowledge of San Francisco’s neighborhoods, diverse communities, social services and governmental infrastructures
- Experience working in a government and/or non-profit setting, with direct development and implementation of programs that serve marginalized communities
- Experience with governmental regulations, compliance and monitoring procedures
- Experience offering technical assistance and capacity building support to non-profit organizations
- Experience in speaking effectively before individuals and groups in both government, non-profit and community settings
- Experience in facilitating effective collaboratives between non-profit institutions and City government
- Experience in developing public-private partnerships
- Experience in program evaluation through both qualitative and quantitative data and reports
- Basic knowledge of non-profit financial systems
- Proficiency in operating computers using Windows-based programs, including word processing, spreadsheet and database software in a standard indoor office environment
- Excellent interpersonal, written and verbal communication skills, including the ability to write clear and concise reports, formal memos and diverse types of and correspondence
- Passion for improving government and community relationships, solving social problems, and ensuring racial equity in programming and services
- Experience providing supervision, leadership, and professional development to direct reports
- Experience in developing strategic community development processes that effectively incorporate community and stakeholder input
- Experience in speaking effectively before individuals and groups in both government, non-profit and community settings
- Ability to implement community development programming with a strong racial equity lens to enhance access to programming to our most marginalized communities.
