Under general direction, the Safety Officer develops, implements, maintains and improves effective Occupational Safety and Health Programs, with primary emphasis on reducing hazards and promoting/providing a safe environment. The Safety Officer will be part of the SFPD Medical Liaison Unit which oversees the health of members including workers compensation, medical restrictions and medical claims validation, ADA, and Injury and Illness prevention programs.

The Safety Officer essential duties include:

  • Develops, implements, maintains and improves a variety of Occupational Safety and Health Programs, including Injury and Illness Prevention Programs;
  • Monitors and ensures compliance with regulatory standards including Cal/OSHA standards and environmental regulations;
  • Investigates or reviews investigation of health and safety related incidents to determine root causes and develop and implement recommendations for prevention;
  • Develops and provides occupational safety and health training to SFPD members;
  • Prepares reports and oversees health and safety records;
  • Analyzes health and safety data to target injury prevention programs;
  • Maintains current information in the field of occupational safety and stays informed on State, Federal and local legislation related to occupational safety;
  • Develops, maintains, reviews, and revises occupational safety policies and procedures;
  • Reviews safety data and other information to identify areas of risk and make recommendations for improvement;
  • Conducts health and safety inspections to identify hazards and recommend controls;
  • Coordinates ergonomic evaluations in office and other environments;
  • Develops, maintains and implements Emergency Preparedness activities, including hazardous materials training and response;
  • Develops and implements motor vehicle incident prevention programs;
  • Provides technical advice on health and safety issues;
  • Evaluates work operations and selects appropriate personal protective equipment (PPE) and other equipment; 
  • The 5177 - Safety Officer performs related duties as required.

Qualifications

  1. Education: Possession of Masters Degree in Safety, Occupational Safety and Health, Safety Management or equivalent degree in a closely related field from an accredited college or university; AND
  2. Experience: Four (4) years of full-time professional industrial or occupational safety experience, which must include work safety assessments, engineering design review, accident investigation, safety program development and safety management; AND
  3. Certification: Certification as a Certified Safety Professional (CSP) by the American Board of Certified Safety Professionals; AND
  4. License: Possession of current valid California Driver License; AND
  5. Use of Personal Protective Equipment: Ability to wear personal protective equipment, such as respirator and the ability to climb ladders, bend, squat and crawl in tight spaces to safely access work sites.  

SUBSTITUTIONS:

  1. Combination of a baccalaureate degree in one of disciplines specified in MQ #1 and six years of experience as described in MQ #2 may substitute for qualifications #1 and #2.
  2. Combination of baccalaureate or graduate degree in Engineering, Physical or Natural Sciences from an accredited college or university and seven years experience as described in MQ #2 may substitute for qualifications #1 and #2.
  3. Combination of any baccalaureate or graduate degree from an accredited college or university and eight years experience as described in MQ #2 may substitute for qualifications #1 and #2.
  4. Registration as a Professional Engineer in Safety by the State of California Board of Professional Engineers and Land Surveyors may be substituted for the certification MQ #3.
  5. A graduate degree as described in MQ #1 and six years experience as described in MQ #2, without a CSP, is qualifying.

Background Investigation: Prior to employment with the San Francisco Police Department, a thorough background investigation will be conducted to determine the candidate’s suitability for employment. The investigation may include, but not be limited to: criminal history records, driving records, drug/alcohol screening, and other related employment and personal history records. Reasons for rejection may include use of controlled substances and alcohol, felony conviction, repeated or serious violations of the law, inability to work with co-workers, inability to accept supervision, inability to follow rules and regulations or other relevant factors. Candidates may be required to undergo drug/alcohol screening and must clear Department of Justice and Federal Bureau of Investigation fingerprinting. Criminal records will be carefully reviewed; candidates who do not report their complete criminal records on their applications will be disqualified. Applicants will be fingerprinted.

San Francisco Police Department (SFPD) job applicants would need to provide official verification consistent with the City's COVID-19 policy they are "Fully Vaccinated/Full Vaccination" before they can advance to the required Background Process phase of the recruitment process. "Fully Vaccinated" and "Full Vaccination" mean two weeks after completing the entire recommended series of vaccination (usually one or two doses) with a vaccine authorized to prevent COVID-19 by the FDA, including by way of an emergency use authorization, or by the World Health Organization (WHO). For example, an individual would be fully vaccinated at least two weeks after receiving a second dose of Pfizer-BioNTech or Moderna COVID-19 vaccine or two weeks after receiving the single dose of Johnson & Johnson COVID-19 vaccine. This SFPD specific COVID-19 vaccination applicant requirement supersedes the City's general COVID-19 vaccination new hire requirement.
