About the HR Team: The City Administrator Human Resources Team is led by the Human Resources Director and five division managers overseeing: Talent Acquisition and Payroll, Employee and Labor Relations, Health and Safety, Learning and Organizational Development, and our Racial Equity and Inclusion Leader. The Principal HR Analyst will report to the Division Manager of Talent Acquisition. They will supervise and manage a team of professional and clerical HR staff
Job Description
This position will supervise the Talent Acquisition Team and coordinate the work of professional and clerical staff. The responsibilities listed below are representative of the range of duties assigned and are not intended as an exhaustive list.
· Supervises and provides performance management and coaching to, professional and lead employees performing professional-level human resources work in the areas of recruitment, selection, onboarding and human resources operations.
· Consults with and advises management, employees and their representatives and others on the interpretation and application of the employment provisions of the Charter, Administrative Code, Civil Service Rules, payroll and personnel policies and procedures, citywide policies and procedures and internal departmental policies and procedures; and coordinates recruitment and selection activities.
· Manages departmental recruitment and selection activities, including electronic service requests, conviction history review, drug testing, salary step placement, appointment and separation processes; supervises daily operations, develops and implements established departmental or program policies and procedures, problem solves analytical issues.
· Coordinates recruitment activities for assigned classifications, including announcement preparation and determining sources for recruiting; confers with personnel at different operating levels to determine minimum qualifications, means of recruitment and areas to be covered; reviews recruitment matters with consultants and specialists; personally reviews those applications requiring a high degree of judgment regarding acceptance or rejection; organizes material for final review and makes revisions.
· Investigates problems and responds to complaints, protests and appeals; appears before legislative bodies and committees to explain and interpret matters involving assigned human resources recruitment and operational activities.
· Responds to requests for information, consults with and advises department management, consults with City Attorney; represents department in other forums of inquiry, including the Civil Service Commission and the Mayor’s Office.
· Performs special projects involving the planning, research, development or implementation of a technical phase of human resources administration; prepares various memoranda, correspondence, records and reports with recommendations when appropriate.
· Performs other related duties as assigned.
Qualifications
- Education: Possession of a baccalaureate degree from an accredited college or university.
- Five years of professional human resources experience in one or more of the following areas of activity: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration and human resources operations of which one year must have been as (1) an advanced journey level classification, similar to 1244 Senior Human Resources Analyst, that performs difficult and specialized human resources work and thereby serves as a resource for special problems , or (2) lead or supervised a small team of professional staff involved in the more difficult and complex matters associated with recruitment and selection, employee and/or labor relations, classification and compensation, benefits administration and human resources operations.
Substitution:
- Experience Substitution - Possession of a Juris Doctorate (J.D.) or a Master’s degree in Personnel Administration, Human Resources Management, Business Administration, Public Administration or Clinical/School/Industrial-Organizational Psychology may be substituted for one (1) year of the required non-advanced journey / non-lead/supervisory experience.
- Experience Substitution - Completion of a 12-month human resources trainee program equivalent to the City and County of San Francisco’s 1249 Human Resources Training Program may substitute for one (1) year of the required non-advanced journey / non-lead/supervisory experience.
- Education Substitution - Verifiable professional human resources work experience in one or more of the following areas may substitute for up to two years of the required education on a year-for-year basis: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration and human resources operations (30 semester units/45 quarter units equal one year.)
Desired Qualifications
· Experience utilizing the principles and methods used in modern human resource administration, particularly those applicable to public agencies.
· Experience utilizing human resource administration software applications such as PeopleSoft and Smart Recruiters and Microsoft Applications
· Excellent oral communication and written skills, including presentations to management and/or governing bodies and facilitation of large intradepartmental meetings
· Ability to work effectively and collaboratively with all levels of management and staff.
- Excellent analytical and organizational skills as well as interpersonal and customer service skills.
- Experience with job analysis, recruitment and selection plans.

Salary and Benefits
The position has a five-step salary scale ranging from $131,560 - $159,926. The City offers robust health, retirement and other benefits.
