Job Description

Job Title: Chief Estimator

  • NOC: 22303 – Construction Estimators 
  • Salary: $245,000 - $290,000 per year (commensurate with experience) 
  • Employment Type: Full‑time, permanent

  • Hours of work: 37.5 hours per week

Job Duties

  • Lead estimating strategy for large‑scale ICI projects preferred $50M+, ensuring accuracy, consistency, and adherence to company standards.
  • Train, mentor, and guide junior and intermediate estimators, providing technical leadership and knowledge transfer.
  • Prepare estimates of labour and/or material costs
  • Prepare pre-qualification submissions to present clients
  • Read blueprints, drawings and specifications to determine work requirements
  • Prepare master format estimates (Class A)
  • Prepare elemental format estimates (Classes B, C, D)
  • Operate CADD and other computer software systems
  • Prepare estimates for general expenses and overheads
  • Provide economic feasibility studies and preliminary estimates for proposed projects
  • Project cash flow and financing requirements
  • Create and submit estimate reports, quote sheets and bids forms
  • Utilize quantity take-off procedures
  • Advise on tendering procedures
  • Analyze tenders and recommend awards
  • Set up cost monitoring and reporting systems
  • Monitor and adjust contract expenditures
  • Prepare and maintain directory of supplies and trade contractors
  • Liaise, consult and communicate with engineers, architects, owners, contractors and subcontractors on changes and adjustments to cost estimates
  • Review bids and negotiate
  • Prepare and submit construction project budget estimates
  • Develop risk management plans
  • Represent the organization, or delegate representatives to act on behalf of the organization, in negotiations or other official functions
  • Oversee the analysis of data and information
  • Estimate type and quantity of materials and labour required for production, construction and other projects
  • Prepare bids
  • Read blueprint, schemas and drawings
  • Prepare construction specifications, costs and material estimates

 

Qualifications

Education

  • College, CEGEP or other non-university certificate or diploma from a program of 1 year to 2 years

Experience

  • 5+ years if experience (preference will be given to candidates with 10–20+ years of progressive estimating experience) in commercial and institutional construction.
  • Must have experience working as chief estimator for general contractor
  • Demonstrated extensive experience preparing estimates, leading bid submissions for projects preferrably using varied delivery methods (cm, design build, fixed price and IPD)
  • Experience leading estimating teams or overseeing estimating functions.
  • Proven ability to train, mentor, and develop junior staff.
  • Experience in procurement, tendering, contract evaluation, and strategic planning.
  • Experience supporting departmental improvements, process development, or estimating standards.

Technical Skills

  • Proficiency with estimating software 
  • Strong skills in MS Excel, spreadsheets, and cost‑modeling tools.
  • Experience with AutoCAD, MS Project, and scheduling software.
  • Ability to interpret complex drawings, schematics, and specifications.

  • Office‑based role with occasional site visits
