Introduction
CERN’s Occupational Health & Safety and Environmental Protection Unit (HSE), the Organization's centre of competence in matters of safety. The Health and Safety Unit supports the Organization in striving and maintaining excellence in safety, an indispensable requirement for sustainable research.
The HSE unit contributes to CERN's safety policy, writes CERN specific safety rules and coordinates CERN's HSE matters with the respective Host State bodies. The HSE unit advises CERN's management, supports facility operators and project leaders in identifying safety risks and state of the art solutions, whilst monitoring the efficiency of the implemented measures. The HSE unit is responsible for advice in occupational health & safety, environmental protection and is fully accountable for radiation protection and for CERN's Fire Brigade.

You will join the Occupational Health & Safety and Environmental Protection Unit and closely collaborate with the HSE Departmental Planning Officer (DPO) who assists the Head of the Occupational Health & Safety and Environmental Protection Unit in the management, planning and control of the Material and Personnel resources.
Functions
As a Project Controller in the HSE DPO Office, you will have a unique opportunity to work with the CERN Scientific Community and manage a very wide range of tasks related to financial reporting and analysis. You will be closely working with the Management and with services from CERN’s Finance and HR departments.
Particularly, you will closely collaborate with the DPO on the following financial tasks:
- Material and Personnel Budget: budget planning, maintenance of financial files and databases, elaboration of reports of various nature.
- Follow-up and control of expenditures: monthly follow-up and regular meetings with section leaders; daily validation of orders, reports and statistics, financial audits.
- Be in charge of the cost analysis process. You will then develop and establish procedures, tools and processes aimed at driving achievement of optimized value for money.
- Consolidate and analyse financial data taking into account the organization’s goals and financial standing.
- Apply CERN’s financial rules.
- Conduct studies on past, future and comparative performance, and identify the areas of improvement; examine actual results in comparison with forecasts.
- Manage the preparation and review of project budget plans; analyse the expenditures and risks, and provide advice to the Department management on the optimized use of resources; Prepare annual financial reports.
- Challenge projects on their deliverables and milestones.
- Perform other relevant duties, as required.
The successful candidate will evolve in Safety Engineering or Radiation Protection functions in the longer-term.
Qualifications
Master's degree or equivalent relevant experience in the field of in General Safety or Radiation Protection or a related field.
Experience:
- Experience working in Radiation Protection and/or General Safety domain.
- Experience in engineering project management.
- Initial experience in the financial operations (planning, monitoring, reporting and analysis) of a complex organisation, advising top management on finance and accounting-related matters.
- Proven experience developing and implementing new processes or practices.
- Experience with software tools for resource planning.
Technical competencies:
- Knowledge of Radiation Safety and/or radioactive waste management or occupational safety and risk management.
- Personnel and material resources planning: comfortable with collecting, handling and analysing large amount of data.
- Financial reporting and analysis: ability to manage budget requests, accounting transactions, statistics and reports.
- Excel skills coupled with good presentation, report writing and analytical skills.

Language skills:
Spoken and written English or French: ability to draw-up technical specifications and/or scientific reports and to make oral presentations in at least one of the two languages. Basic knowledge of the other language would be an asset or an undertaking to acquire it rapidly.

Employment Conditions
Contract type: Limited duration contract (5 years). Subject to certain conditions, holders of limited-duration contracts may apply for an indefinite position.
