Job Description
BryceTech is seeking a Financial Management Functional Team Lead to provide financial management and programmatic support to the Defense Health Agency (DHA), Portfolio Acquisition Executive for Medical Products (PAE MP). This position will lead financial management activities supporting the Department of Defense Planning, Programming, Budgeting, and Execution (PPBE) process, including planning and programming, budget formulation and execution, life-cycle cost planning, and financial reporting for medical product development programs
Responsibilities
- Lead and coordinate financial management support across assigned PAE MP programs and portfolios
- Support the development of Strategic Portfolio Analysis Reviews (SPAR), Program Objective Memorandum (POM) builds, and annual spend plans
- Support financial planning for Research, Development, Test and Evaluation (RDT&E), Procurement, and Operations and Maintenance appropriations
- Support Product Managers and Cost Analysts with Life Cycle Cost Estimates (LCCEs), Life Cycle Sustainment Plans (LCSPs), and other cost-estimating activities
- Develop and inform financial schedules supporting life-cycle cost estimation and long-range program planning
- Support budget formulation, justification, execution monitoring, and status reporting
- Coordinate and consolidate financial data to support monthly financial reports and senior leadership briefings
- Track obligations, disbursements, appropriations, and execution data and provide recommendations regarding future spend plans
- Support business case development, fiscal risk reviews, and Integrated Product Team (IPT) activities
- Support acquisition financial activities involving contracts, grants, and other agreements
- Maintain financial records and track planned expenditures against invoices and expenses
- Support contract award and modification research and efforts to clear Unliquidated Obligations (ULOs)
- Assist with pre-contract documentation, contract package preparation, and Independent Government Cost Estimates (IGCEs)
- Use financial and acquisition systems including GFEBS, CCaR, MDAPT, PTS, CBE, PCAN, ECAT, TEWLS, and PIEE as applicable
- Lead, coordinate, and provide subject matter expertise to other financial management personnel supporting the PAE MP portfolio
- Apply DoD financial management policies, regulations, procedures, and PPBE processes to medical product development programs
- Prepare financial analyses, reports, presentations, and decision-support materials for Government leadership
Qualifications
- Active DoW secret clearance or above
- 12+ years of experience supporting federal financial processes
- Demonstrated experience with DoW financial management and the PPBE process
- Experience supporting budget planning, formulation, execution, and financial reporting
- Experience supporting POM, spend-plan, or similar DoD financial planning activities
- Experience with life-cycle cost planning and financial schedules
- Familiarity with ACEIT and advanced Microsoft Office applications, particularly Excel and PowerPoint
- Strong analytical, organizational, communication, and interpersonal skills
- Ability to lead a functional team and coordinate activities across multiple programs and stakeholders
- Ability to work independently and manage multiple concurrent priorities
