Job Description
This position supports the Office of the Under Secretary of War for Research & Engineering (OUSW(R&E)).
The Task Order Program Manager (PM) serves as the single point of contact to the Government and is responsible for the full lifecycle management of a highly technical, classified engineering support task order focused on prototyping, experimentation, and advanced warfighting capability development. This role operates at the Pentagon level, supporting senior leadership and coordinating across the Joint Staff, Military Services, and Combatant Commands.
RESPONSIBILITIES:
- Lead execution of a multi-disciplinary technical team supporting mission engineering, prototyping, experimentation, and advanced technology integration
- Manage technical, cost, schedule, and performance across all task order activities
- Serve as the primary interface with the COR and senior OUSW(R&E) stakeholders
- Oversee delivery of engineering, analytical, and experimentation support aligned to Joint Warfighting Concepts (JWC) and Joint Operational Problems (JOPs)
- Ensure integration across key technical domains including AI/ML, cyber, C5ISRT, autonomy, hypersonics, and multi-domain operations
- Direct and coordinate classified program execution, including activities within SAP and SCI environments
- Lead program planning, risk management, and quality assurance (QASP/QC) processes
- Manage and mentor a team of highly skilled SMEs, engineers, and analysts
- Provide strategic insight and recommendations to Government leadership on emerging technologies and mission capabilities
- Ensure compliance with DoD 5000 series acquisition processes and all applicable security and contract requirements
- Coordinate surge support, experimentation events, and cross-organizational collaboration efforts
Qualifications
REQUIRED:
- Active Top Secret Clearance with SCI (TS/SCI)
- Bachelor’s degree in Engineering or Physical Sciences
- 10+ years of experience managing large-scale RDT&E, engineering, or technology development programs
- 10+ years as a lead or deputy program manager for major technology programs
- 5+ years of experience operating in highly classified environments (SCI/SAP)
- Demonstrated experience managing programs or portfolios valued at $100M+
- Proven experience leading multi-disciplinary technical teams in classified environments
- Experience supporting DoD acquisition lifecycle (DoD 5000 series)
- Strong background in systems engineering, mission engineering, or advanced technology development
- Experience working within or supporting OUSw(R&E), Joint Staff, or Service-level organizations
- Exceptional leadership, communication, and stakeholder engagement skills
PREFERRED:
- Experience supporting Prototyping & Experimentation (P&E) or similar innovation organizations · Familiarity with Joint Warfighting Concepts (JWC) and experimentation campaigns
- Technical background in AI/ML, cyber operations, RF/EM, or autonomous systems
- Prior experience managing SETA or A&AS contracts of similar scope and complexity
