Job Description
We are seeking highly qualified General Planners to support FEMA’s Hermit’s Peak/Calf Canyon (HPCC) Claims Office. This mission provides direct support to claimants impacted by the Hermit’s Peak/Calf Canyon Fire and subsequent flooding, ensuring they receive accurate, timely, and lawful compensation under the Hermit’s Peak/Calf Canyon Fire Assistance Act.
General Planners will perform critical claims review, quality control, and appeals support activities across the full claims lifecycle. This role is ideal for professionals with significant experience in claims/case processing, disaster recovery, valuation of losses, and policy-driven program review.
Key Responsibilities
In this role, you will:
Claims Review & Case Processing
Review, evaluate, and validate Proof of Loss (POL) submissions and supporting documentation.
Assess eligibility, qualified amounts, duplication of benefits, and compensation recommendations.
Issue Requests for Information (RFIs) when documentation is incomplete or inconsistent.
Coordinate with Site Inspectors and Subject Matter Experts (SMEs) as needed.
Quality Control & Compliance
Conduct detailed QC assessments to ensure accuracy, completeness, and policy compliance.
Provide clear feedback to claims reviewers, identifying discrepancies, errors, and rework needs.
Support adherence to FEMA policy, regulatory requirements (44 CFR Part 296), and program guidance.
Track QC findings, trends, and suggest improvements to workflow and staff training.
Appeals and Determinations Support
Prepare structured, defensible bulleted analyses and written memorandum in support of determination and appeals processes.
Review administrative records for completeness, proper organization, and privacy compliance.
Draft appeal recommendations supported by substantial evidence and accurate policy application.
Customer & Stakeholder Engagement
Provide clear, empathetic, and professional communication to claimants, FEMA personnel, and internal team members.
Explain policy, documentation requirements, and process steps in an understandable manner.
Support FEMA navigators and cross-functional teams as needed.
System & Documentation Management
Utilize government systems of record for case notes, uploads, and final documentation.
Ensure timely entry of activities, decisions, and supporting documents within required timeframes.
Qualifications
Education: High school diploma required.
Experience: 1 - 10 years of combined experience in:
Claims or case processing
Disaster-related loss evaluation
Customer service and claimant interaction
Reviewing and analyzing documentation and valuations
Strong technical understanding of:
Disaster-related damages, losses, repairs, and replacement cost principles
Eligibility review and benefit calculations
Duplication of benefits
Communication skills:
Excellent written and verbal communication
Ability to draft clear, accurate, and defensible analyses and memorandums
Technology proficiency:
Comfortable using claims management systems, databases, and digital tools
Ability to learn FEMA's systems of record and workflow tools
Highly organized, attentive to detail, and able to manage a high-volume caseload under tight timelines.
Preferred Experience
Bachelor's Degree
Prior FEMA, disaster assistance, insurance adjusting, or federal claims processing experience
Familiarity with the Hermit’s Peak/Calf Canyon Fire Assistance Act
Experience supporting federal programs or regulatory compliance work
Work Environment & Travel
Hybrid remote/onsite work is expected.
Travel may be required to field offices or impacted areas within:
San Miguel, Mora, Santa Fe, Taos, Sandoval, Rio Arriba, Colfax, and surrounding counties.
