Job Description
Brightspeed is looking for a Senior Analyst, Regulatory Compliance & Reporting- Federal and State Programs to join our team! The Senior Analyst, Regulatory Compliance & Reporting-Federal and State Programs is responsible for ensuring compliance with federal and state subsidy programs, including, E-Rate, Rural Healthcare, and Lifeline. This position assists with all aspects of the programs, from initial contract review to account reconciliation, to ensure services ordered, discounts applied, and invoice reconciliation are within the Program guidelines. This role serves as one of the Company's subject matter experts and points of contact for these programs for Finance, Accounting and Sales.
As Senior Analyst, Regulatory Compliance & Reporting- Federal and State Programs, you will have the following responsibilities:
Finance Support /Claims and Invoicing:
- Providing support in preparing state and federal lifeline filings
- Assisting Finance, when necessary, to ensure proper company allocation of discounts
- Validating, tracking, and submitting ERATE, Rural Health Care and Lifeline invoices and claims
- Calculating program adjustments, when needed, for ERATE and RHC
- Validating and tracking remittance statements received from Government Entities for all subsidy programs
Business/Customer Support:
- Assisting internal and external customers in understanding the complex forms and filings so requests for funding are seamlessly executed
- Assisting with reviewing contract proposals and implementation to ensure full program compliance
- Assisting with hosting monthly calls with Sales and other internal teams that affect participants of the E-Rate and RHC programs to ensure opportunities are maximized within the programs while staying compliant with rules
- Presenting internal training materials to provide guidance on rules and regulations
- Handling, reviewing, and identify process gaps where needed to ensure customer orders are reviewed before implementation
- Validating, tracking, and ensuring customer’s feedback is properly documented on all ERATE and Rural Health Care submissions
Audit Support:
- Assisting with audits by gathering information needed to meet audit requirements and working with other teams to gain needed information
- Uploading and filing claim report(s) to USACs National Lifeline Accountability Database to ensure compliance with Lifeline program rules and provide support for federal and state lifeline audits
- Attending webinars that USAC offers online to continue to obtain all knowledge and understanding of ERATE, RHC, and Lifeline
Qualifications
WHAT IT TAKESTO CATCH OUR EYE:
- Bachelor’s degree or equivalent experience
- 5+ years’ experience with federal and state subsidy programs, including E-Rate School and Libraries Program, and Rural Healthcare Programs, both the Healthcare Connect Fund and the Telecommunications Program.
- Extensive working knowledge of USAC subsidy programs, databases and processes
- Demonstrated work with USAC, Funds for Learning, and State Funding websites
- Knowledge of Brightspeed’s Products and Services, and billing systems
- Strong analytical & communication skills
- Excellent verbal and written communication skills
- Internally driven, able to work without significant oversight and able to lead projects from start to finish
- Creative problem-solver
- Team-player who can also work independently
- Motivated to identify issues and develop solutions
