We are looking for a passionate, smart, and talented individual to lead Trade Compliance for China, Japan, and South Korea. In this role you will build, implement, manage, and advance Biogen’s Trade Compliance Program and best in class capabilities for the region to reduce trade related risks and enable Biogen’s strategic business objectives.
This role reports to Biogen’s Global Trade Compliance Lead and is based in Shanghai.
What You’ll Do
• Develop localized and scalable capabilities (processes, systems, know-how) for core compliance areas (e.g., Classification, Valuation), optimize duty programs, streamline business operations, and ensure compliance with local and regional customs regulations
• Proactively identify, advise, and adapt processes to emerging trade issues and changing regulatory landscape, representing Biogen with Customs Agencies and Trade Organizations
• As a Biogen leader, you will foster relationships (locally, regionally, and globally), as well as partner with cross-functional stakeholders internally and externally as a subject matter expert, to reduce trade related risks and enable Biogen’s strategic business objectives
• Implement and maintain duty optimization programs for the region (e.g., Preferential programs, import regimens, trusted trader certifications, etc.). Manage import/export licenses application process, post importation audits and Customs Brokers metrics
• Develop and deploy Global Trade Compliance training portfolio for China, Japan, and S. Korea to increase and ensure awareness for stakeholders, partners, service providers, etc.
• Due diligence assessments and contract governance oversight to avoid trade compliance disruptions, risks in product launches, collaboration agreements, mergers, acquisitions, and partnerships for the region
• Work closely with regional and global internal partners (e.g., Distribution and Logistics, Tax, Finance, Quality, etc.) to enable and streamline cross-border activities
• Lead different projects to build Biogen’s Global Trade competitive advantage
Qualifications
You are a subject matter expert in global trade compliance and are passionate about developing and implementing Trade Compliance Programs in different countries. You are comfortable working on a fast phased environment, handling multiple projects as well as priorities with broad scope. A self-starter that excels at working independently, but also collaborating with diverse peers from around the world.
Required Skills
• 10+ years of trade compliance work experience with Multinational Companies of government regulated industries (e.g., life sciences, food, etc.) in China and, or Japan, South Korea
• Fluent in Mandarin
• Deep knowledge of International Trade fundamentals and customs compliance programs development for Asia
• Experience working with Customs Valuation methodologies as well as Transfer pricing
• Experience developing in-country trade compliance programs fundamentals (e.g., HTS, Post Entry audits, FTAs, valuation, Broker Management)
• Experience working in project management with cross-functional collaboration
• Flexibility working across time zones (Asia, Europe, US), and with a diverse global team based across multiple countries
• Strong Analytical and data driven skills
• Excellent communication skills, ability to present across different audiences, organizational levels in business terms complex trade compliance subjects
Preferred Skills
• Experience with Customs Bonded Operations, and/or Foreign Trade Zones in region
• Experience working directly with China Customs, China’s National Medical Products Administration, Japan’s Pharmaceuticals and Food Safety Bureau or other government agencies in the region
• Knowledge of ERP trade compliance modules (e.g., SAP or Oracle)
