Job Overview

The Procurement Manager will have responsibility for indirect sourcing categories for the APAC region with focus on China, Taiwan, South Korea and Hongkong including other countries in the APAC region. The person will be creating local sourcing strategies in alignment with the global and regional sourcing strategy.  The categories include commercial/marketing, travel, fleet, professional services, finance, scientific, and other services supporting the Biogen operations across all categories.  This position will report to the International Category Lead, manage business stakeholders and be the overall point of contract for Procure to Pay for the APAC Region.  The Procurement Manager must efficiently facilitate the sourcing of goods and services at competitive prices and with terms and conditions that safeguard Biogen and continually monitors the market to understand leading practices and changes in market conditions. By partnering with stakeholders, this Procurement Manager will ensure that the Biogen organization executes to the needs of the business and leads the sourcing process from identification of requirements, understanding of the supply marketplace, conducting the RFP, and planning and conducting negotiations, both financial and contractual terms.  The Procurement Manager is responsible for executing supplier evaluations including understanding capabilities and risk prior to and during the relationship. The successful candidate must be able to understand and translate business needs into procurement opportunities and execute events that drive significant value to the business. This candidate must have the ability to present and interact with management level. Furthermore, this candidate shall be open for creative, innovative & hands-on way of working, always keeping in mind Biogen’s vision.

Responsibilities

Sourcing:

•       Executes sourcing events, negotiating and contracting tactics/strategies to achieve category goals

•       Ensures efficiency of events through appropriate use of buying channels, catalogs, and RFx events and champions ongoing continuous improvement. 

•       Partners with category analysts and procurement operations to execute category strategy/plan to maximum value

•       Identifies and leads/contributes to CI initiatives in partnership with stakeholders 

Supplier Management:

•       Responsible for supplier management activities, ensuring the appropriate level of oversight, direction and development based on the defined criteria

•       Serves as a supplier relationship manager for key suppliers

•       Responsible for executing supplier evaluations including understanding capabilities and risk prior to and during the relationship

Stakeholder Management:

•       Partners with the business stakeholders at appropriate levels for the respective category and facilitates resolution and communication of all other procurement activities

Category Management:

•       Support globalization of processes to drive efficiency, leverage, and savings

•       Partners with stakeholders and builds relationships that facilitate the realization of business value and savings

•       Continually improving category strategies

•       Continually monitors the market to understand leading practices and changes in market conditions

Performance Indicators:

•       Category performance metrics (from category plan)

•       e-Enabled Sourcing Projects

Qualifications

•       Accomplished in category management (3years+) and has subject expertise for category (2years+)

•       Experience with negotiation of contract and commercial terms and conditions (3years+)

•       Strong leadership and collaboration skills with ability to build effective relationships and influence peers and key stakeholders.

•       Excellent interpersonal, motivational and leadership skills

•       Communicates and influences effectively, with the ability to motivate and influence others inside and outside of own function

•       Ability to deal with change and ambiguity effectively

•       Strong project management skills with ability to plan tasks, assign resources, manage progress, remove barriers, manage change, resolve conflict, build consensus, and motivate team members across multiple projects concurrently (2years+)

•       Excellent communication skills with the ability to tailor messages to the given audience. Can present information in a clear and concise manner

•       Ability to prioritize, organize and multitask in a flexible, fast-paced and challenging environment

•       Process and cost improvement skills

•       Speaks and writes fluently Mandarin and English

•       International experience
